摘要
公共资源管理作为社会治理的重要组成部分，其效率提升对促进社会公平与可持续发展具有重要意义。本研究以公共资源管理效率为切入点，在分析当前公共资源分配与使用中存在的低效问题的基础上，探讨了影响效率的关键因素，并提出了系统性的优化策略。研究采用定性与定量相结合的方法，通过构建指标体系和运用数据包络分析（DEA）模型，评估了多个地区的公共资源管理效率现状。同时，结合案例分析法深入剖析了典型地区在实践中的成功经验和不足之处。研究表明，信息不对称、制度不完善以及公众参与度不足是制约效率提升的主要障碍。针对这些问题，本文创新性地提出了一种基于数字化转型的综合管理模式，强调技术赋能与多方协作的重要性。该模式通过整合大数据、云计算等现代信息技术，实现了资源分配的精准化与透明化。研究结果表明，这一模式能够显著提高资源配置效率并增强公众满意度。本研究的主要贡献在于，不仅从理论层面丰富了公共资源管理的研究框架，还为实际操作提供了可借鉴的路径，为推动公共资源管理现代化提供了重要参考。

Abstract
Public resource management, as a critical component of social governance, plays a significant role in promoting social equity and sustainable development through efficiency enhancement. This study focuses on the efficiency of public resource management, examining the underlying inefficiencies in current allocation and utilization practices. It further investigates the key factors influencing efficiency and proposes systematic optimization strategies. By employing a combination of qualitative and quantitative approaches, the study constructs an indicator system and applies the Data Envelopment Analysis (DEA) model to evaluate the current status of public resource management efficiency across multiple regions. Additionally, case analysis is utilized to explore both successful experiences and deficiencies in typical regions. The findings reveal that information asymmetry, inadequate institutional fr ameworks, and insufficient public participation are primary barriers to efficiency improvement. In response, this paper innovatively introduces a comprehensive management model based on digital transformation, emphasizing the significance of technological empowerment and multi-party collaboration. Through the integration of modern information technologies such as big data and cloud computing, this model achieves more precise and transparent resource allocation. The results indicate that this approach significantly enhances the efficiency of resource allocation and increases public satisfaction. The main contribution of this study lies in its dual achievement of enriching the theoretical fr amework of public resource management and providing actionable insights for practical implementation, thereby offering valuable references for advancing the modernization of public resource management.
