摘要
公共政策制定中的公众参与机制是现代治理的重要组成部分，其研究背景源于全球化与信息化时代下公众对政策透明度和民主化的需求日益增强。本研究旨在探讨公众参与在政策制定过程中的作用及其优化路径，通过系统分析公众参与的理论框架与实践模式，揭示当前机制存在的不足并提出改进建议。研究采用定性与定量相结合的方法，综合运用文献分析、问卷调查及案例研究，以中国地方政府政策制定为实证对象，深入剖析公众参与的现状、影响因素及潜在问题。研究结果表明，公众参与能够显著提升政策制定的科学性和民主性，但受限于制度设计、技术手段及公众意识等因素，现有机制仍存在参与渠道不畅、反馈机制薄弱等问题。本研究创新性地提出了基于数字技术的公众参与优化模型，并结合具体场景设计了可操作性的实施路径。主要贡献在于明确了公众参与的核心要素及其相互关系，为完善政策制定中的公众参与机制提供了理论支持与实践指导，同时为相关政策研究者和决策者提供了参考依据。

Abstract
The public participation mechanism in public policy-making is a crucial component of modern governance, with its research background rooted in the growing demand for policy transparency and democratization in the era of globalization and informatization. This study aims to explore the role of public participation in the policy-making process and its optimization pathways by systematically analyzing the theoretical fr amework and practical models of public participation, revealing the deficiencies of the current mechanism and proposing improvement suggestions. A combination of qualitative and quantitative methods is employed, integrating literature analysis, questionnaire surveys, and case studies, with the empirical focus on local government policy-making in China, to comprehensively examine the current status, influencing factors, and potential issues of public participation. The results indicate that public participation can significantly enhance the scientificity and democracy of policy-making; however, constrained by institutional design, technological means, and public awareness, existing mechanisms still suffer from problems such as inadequate participation channels and weak feedback mechanisms. This study innovatively proposes an optimization model for public participation based on digital technology and designs actionable implementation pathways tailored to specific scenarios. Its primary contributions lie in clarifying the core elements of public participation and their interrelationships, providing theoretical support and practical guidance for improving the public participation mechanism in policy-making, and offering reference for relevant researchers and policymakers.
