摘要
公共项目作为推动社会经济发展和改善民生的重要手段，在实施过程中往往面临复杂多变的风险因素，这些风险可能对项目的进度、成本和质量产生重大影响。为此，本研究旨在系统探讨公共项目风险管理的理论框架与实践路径，并提出针对性的应对策略。研究基于文献分析与案例研究相结合的方法，选取多个具有代表性的公共项目进行深入剖析，识别出关键风险源及其动态演化规律。同时，通过构建多层次风险评估模型，量化各类风险的影响程度，并结合专家访谈提炼出适应性强且可操作的管理措施。研究表明，公共项目中的主要风险集中于政策变动、资金短缺和技术不确定性等方面，而有效的风险管理需要贯穿项目全生命周期，并注重跨部门协作与信息共享。本研究的创新点在于将动态视角引入风险管理过程，强调风险防控的前置性和灵活性，同时提出了基于情景模拟的风险预警机制，为决策者提供科学依据。研究成果不仅丰富了公共项目风险管理的理论体系，还为实际管理工作提供了切实可行的指导方案，对提升公共项目的成功率具有重要意义。

Abstract
Public projects, as a critical instrument for promoting socio-economic development and enhancing public welfare, often encounter complex and dynamic risk factors during implementation, which may significantly impact project progress, cost, and quality. This study aims to systematically explore the theoretical fr amework and practical approaches of risk management in public projects while proposing targeted response strategies. By integrating literature analysis with case studies, this research conducts an in-depth examination of several representative public projects to identify key risk sources and their dynamic evolution patterns. Simultaneously, a multi-level risk assessment model is developed to quantify the influence of various risks, and robust yet operational management measures are distilled through expert interviews. The findings indicate that major risks in public projects primarily concentrate on policy changes, funding shortages, and technical uncertainties. Effective risk management requires integration throughout the entire project lifecycle, emphasizing inter-departmental collaboration and information sharing. A notable innovation of this study lies in incorporating a dynamic perspective into the risk management process, highlighting the importance of proactivity and flexibility in risk prevention. Additionally, a scenario-based risk early warning mechanism is proposed to provide scientific support for decision-makers. The research not only enriches the theoretical system of risk management in public projects but also offers practical guidance for real-world management, contributing significantly to improving the success rate of public projects.
