摘要
随着全球化和治理模式的转变，非营利组织在公共服务供给中的角色日益凸显，成为政府与市场之外的重要补充力量。本研究旨在探讨非营利组织在公共服务供给中的功能定位及其影响机制，通过文献分析、案例研究和问卷调查相结合的方法，系统考察了非营利组织在教育、医疗、环保等领域的实践表现。研究发现，非营利组织凭借其灵活性、专业性和社会信任优势，在弥补政府服务不足、满足多样化需求以及促进社会公平方面发挥了不可替代的作用。此外，研究揭示了资源获取能力、组织治理结构及外部政策环境对非营利组织效能的显著影响。本研究的创新点在于构建了一个综合评估非营利组织功能的理论框架，并提出了提升其服务供给效率的具体路径。主要贡献体现在为相关政策制定提供了实证依据，同时深化了对非营利组织在现代治理体系中独特价值的理解，为推动多方协作的公共服务模式提供了理论支持与实践指导。

Abstract
With the advancement of globalization and the transformation of governance models, the role of non-profit organizations (NPOs) in public service delivery has become increasingly prominent, serving as a crucial complementary force beyond government and market entities. This study aims to explore the functional positioning and influence mechanisms of NPOs in public service provision by employing an integrated methodology that combines literature analysis, case studies, and questionnaire surveys to systematically examine their practical performance in areas such as education, healthcare, and environmental protection. The findings indicate that NPOs leverage their advantages in flexibility, professionalism, and social trust to play an irreplaceable role in compensating for governmental service deficiencies, meeting diverse societal needs, and promoting social equity. Furthermore, the research reveals that resource acquisition capabilities, organizational governance structures, and external policy environments significantly impact the effectiveness of NPOs. A key innovation of this study lies in the construction of a comprehensive theoretical fr amework for evaluating the functions of NPOs, along with the proposal of specific pathways to enhance their service delivery efficiency. The primary contributions of this research include providing empirical evidence for relevant policy formulation and deepening the understanding of the unique value of NPOs within modern governance systems, thereby offering both theoretical support and practical guidance for advancing a multi-party collaborative model of public service provision.
