摘 要
随着我国教育改革的深入推进,小学教育政策在促进教育公平与质量提升方面发挥了重要作用,但在实际执行过程中仍存在一定程度的偏差,影响了政策目标的实现。本研究旨在分析小学教育政策执行中的主要偏差类型及其成因,并提出针对性的矫正策略。研究采用文献分析、案例研究和问卷调查相结合的方法,选取全国多个地区的典型小学作为样本,深入探讨政策执行中出现的问题。研究发现,政策执行偏差主要体现在理解偏差、资源分配不均、监督机制缺失以及地方利益驱动等方面,这些问题的根源涉及政策设计不够细化、执行主体能力不足以及外部支持系统不完善。基于此,本文提出了强化政策解读培训、优化资源配置机制、完善监督评估体系以及构建多方协同治理模式等矫正策略。本研究的创新点在于从多维度剖析政策执行偏差的内在逻辑,并结合具体案例提出具有可操作性的解决方案,为提高小学教育政策执行效果提供了理论参考和实践指导,对推动教育治理体系现代化具有重要意义。

Analysis of Deviations and Correction Strategies in the Implementation of Primary Education Policies
Abstract
With the deepening of educational reform in China, primary education policies have played a crucial role in promoting educational equity and enhancing quality. However, deviations to some extent still exist in the actual implementation process, which affect the realization of policy ob jectives. This study aims to analyze the main types of deviations in the implementation of primary education policies and their causes, and to propose targeted corrective strategies. By employing a combination of literature analysis, case studies, and questionnaire surveys, this research selects typical primary schools from multiple regions across the country to explore issues arising during policy implementation. The findings indicate that implementation deviations primarily manifest in interpretative discrepancies, uneven resource distribution, lack of supervisory mechanisms, and local interest-driven practices. The root causes of these problems involve insufficiently detailed policy design, inadequate capabilities of implementing entities, and an imperfect external support system. Based on these insights, this paper proposes corrective strategies such as strengthening policy interpretation training, optimizing resource allocation mechanisms, improving supervisory and evaluation systems, and establishing multi-party collaborative governance models. The innovation of this study lies in its multidimensional analysis of the intrinsic logic of policy implementation deviations and its proposal of actionable solutions through specific case studies, providing theoretical references and practical guidance for enhancing the effectiveness of primary education policy implementation. This research holds significant implications for advancing the modernization of the educational governance system.
