  随着全球经济一体化进程加速,企业面临日益复杂的市场环境和竞争态势,传统管理模式难以适应现代企业发展需求。本研究基于工商管理理论框架,聚焦企业战略规划与实施过程中的关键问题,旨在构建一套系统化、科学化的战略管理体系。通过文献综述、案例分析及实证研究相结合的方法,深入剖析了企业在不同发展阶段的战略选择机制,提出了涵盖环境分析、目标设定、资源配置、执行监控等环节的全流程解决方案。研究发现,有效的战略规划不仅依赖于外部市场洞察,更需要结合企业内部资源禀赋,实现动态平衡。创新之处在于引入了“敏捷战略”理念,强调战略制定的灵活性与适应性,为企业在不确定环境中快速响应提供了理论依据。同时,构建了包含财务绩效、运营效率、创新能力等多维度评价指标体系,为评估战略实施效果提供了量化工具。研究表明,成功的企业战略规划必须兼顾短期效益与长期发展,注重内外部资源整合,强化执行力,以应对复杂多变的市场环境。该研究为企业管理者提供了具有实践指导意义的战略决策参考,丰富了工商管理领域关于企业战略规划的理论体系。

Abstract 
  With the acceleration of global economic integration, enterprises are confronted with increasingly complex market environments and competitive dynamics, rendering traditional management models inadequate for modern enterprise development needs. This study, grounded in the theoretical fr amework of business administration, focuses on critical issues in the process of corporate strategic planning and implementation, aiming to construct a systematic and scientific strategic management system. By integrating literature review, case analysis, and empirical research, this study delves into the strategic choice mechanisms of enterprises at different developmental stages, proposing an integrated solution that encompasses environmental analysis, goal setting, resource allocation, and execution monitoring. The findings indicate that effective strategic planning not only relies on external market insights but also necessitates the integration of internal resource endowments to achieve dynamic equilibrium. An innovative aspect of this research is the introduction of the “agile strategy” concept, which emphasizes flexibility and adaptability in strategy formulation, providing a theoretical foundation for rapid response in uncertain environments. Additionally, a multidimensional evaluation index system, including financial performance, operational efficiency, and innovation capability, has been constructed to offer quantitative tools for assessing the effectiveness of strategy implementation. The study demonstrates that successful corporate strategic planning must balance short-term benefits with long-term development, focus on the integration of internal and external resources, and strengthen execution capabilities to address the complex and volatile market environment. This research provides practical guidance for strategic decision-making for enterprise managers and enriches the theoretical fr amework of corporate strategic planning within the field of business administration.
