本文聚焦于公众参与城市治理的影响因素及促进机制，旨在深入探讨如何有效推动公众参与，以提升城市治理效能。研究背景源于城市化进程的加速以及公众对城市治理参与需求的日益增长，其意义在于为构建更加开放、包容、高效的城市治理体系提供理论支撑和实践指导。文章首先界定了公众参与的概念，并构建了城市治理的理论框架，进而分析了公众参与与城市治理之间的内在联系。随后，文章从制度环境、社会资本和信息技术三个维度，深入剖析了影响公众参与城市治理的关键因素。制度环境的完善程度、社会资本的积累水平以及信息技术的普及应用，均对公众参与的积极性、深度和广度产生显著影响。针对上述影响因素，本文提出了构建公众参与城市治理的促进机制。具体而言，包括完善制度保障机制，为公众参与提供法律和政策支持；培育社会资本机制，增强公众之间的信任与合作；优化技术支撑机制，利用信息技术提高公众参与的便捷性和效率。这些机制的构建旨在形成公众参与城市治理的良性循环，推动城市治理向更加民主、科学、高效的方向发展。本文的研究成果不仅丰富了公众参与城市治理的理论体系，也为实践层面提供了可行的操作路径和策略建议。

Abstract
This article focuses on the influencing factors and promotion mechanisms of public participation in urban governance, aiming to explore in depth how to effectively promote public participation to enhance the effectiveness of urban governance. The research background stems from the acceleration of urbanization and the increasing demand for public participation in urban governance. Its significance lies in providing theoretical support and practical guidance for building a more open, inclusive, and efficient urban governance system. The article first defines the concept of public participation and constructs a theoretical fr amework for urban governance, and then analyzes the inherent connection between public participation and urban governance. Subsequently, the article delved into the key factors influencing public participation in urban governance from three dimensions: institutional environment, social capital, and information technology. The completeness of the institutional environment, the accumulation level of social capital, and the widespread application of information technology all have a significant impact on the enthusiasm, depth, and breadth of public participation. In response to the aforementioned influencing factors, this article proposes the establishment of a promotion mechanism for public participation in urban governance. Specifically, this includes improving institutional safeguards and providing legal and policy support for public participation; Cultivate social capital mechanisms and enhance trust and cooperation among the public; Optimize the technical support mechanism and utilize information technology to improve the convenience and efficiency of public participation. The construction of these mechanisms aims to form a virtuous cycle of public participation in urban governance, promoting the development of urban governance towards a more democratic, scientific, and efficient direction. The research results of this article not only enrich the theoretical system of public participation in urban governance, but also provide feasible operational paths and strategic suggestions for practical implementation.
