摘 要
本文聚焦于农业废弃物处理与农村环境改善的综合治理方案，首先概述了农业废弃物的主要类型、特征及其当前处理方式存在的局限性，同时指出了农村环境面临的主要问题。在此基础上，文章设计了一套全面的综合治理方案，该方案涵盖了废弃物资源化利用的技术路径，旨在通过创新技术实现农业废弃物的变废为宝；同时，提出了环境治理的生态工程措施，以恢复和保护农村生态环境。此外，方案还强调了政策支持与管理机制构建的重要性，为方案的顺利实施提供了制度保障。通过对试点地区的实施效果进行分析，文章验证了方案的可行性和有效性，并进一步评估了方案推广的潜力。最后，针对实施过程中发现的问题，文章提出了持续改进的策略建议，以期不断完善和优化农业废弃物处理与农村环境改善的综合治理方案，为农村可持续发展贡献力量。

ABSTRACT
This article focuses on the comprehensive management plan for agricultural waste treatment and rural environmental improvement. Firstly, it outlines the main types, characteristics, and limitations of current treatment methods for agricultural waste, and points out the main problems facing the rural environment. On this basis, the article designs a comprehensive management plan that covers the technological path of waste resource utilization, aiming to turn agricultural waste into treasure through innovative technology; At the same time, ecological engineering measures for environmental governance were proposed to restore and protect the rural ecological environment. In addition, the plan emphasizes the importance of policy support and management mechanism construction, providing institutional guarantees for the smooth implementation of the plan. By analyzing the implementation effects in pilot areas, the article verified the feasibility and effectiveness of the plan, and further evaluated the potential for promoting the plan. Finally, in response to the problems identified during the implementation process, the article proposes strategies for continuous improvement, in order to continuously improve and optimize the comprehensive management plan for agricultural waste treatment and rural environmental improvement, and contribute to the sustainable development of rural areas.

ABSTRACT
This article focuses on the comprehensive management plan for agricultural waste treatment and rural environmental improvement.
