农业面源污染治理的经济政策与管理机制研究
摘 要
农业面源污染已成为制约我国农业可持续发展和生态环境保护的重要问题，其治理亟需科学的经济政策与管理机制支撑。本研究以农业面源污染治理为切入点，系统分析了当前污染特征及其成因，并结合国内外实践经验，构建了一套综合性的经济政策与管理机制框架。研究采用理论分析与实证研究相结合的方法，通过问卷调查、案例分析及计量模型评估，揭示了不同政策工具在污染治理中的适用性与效果。结果表明，基于激励与约束并重的政策组合能够显著提升农户参与污染治理的积极性，同时优化资源配置效率。此外，研究创新性地提出了“区域差异化治理”模式，强调根据不同区域生态与经济条件制定针对性措施。这一模式不仅提高了政策实施的精准性，也为政府决策提供了科学依据。总体而言，本研究深化了对农业面源污染治理机制的理解，为推动农业绿色发展提供了重要参考。

ECONOMIC POLICIES AND MANAGEMENT MECHANISMS FOR NON-POINT SOURCE POLLUTION CONTROL IN AGRICULTURE
ABSTRACT
Agricultural non-point source pollution has become a critical issue constraining the sustainable development of agriculture and ecological conservation in China, necessitating the support of scientific economic policies and management mechanisms for its governance. This study takes the management of agricultural non-point source pollution as its entry point, systematically analyzing the current characteristics and causes of pollution while drawing on domestic and international practical experiences to construct a comprehensive fr amework of economic policies and management mechanisms. By integrating theoretical analysis with empirical research, the study employs methods such as questionnaire surveys, case studies, and econometric model evaluations to reveal the applicability and effectiveness of different policy instruments in pollution control. The results indicate that a policy mix emphasizing both incentives and constraints can significantly enhance farmers' participation in pollution governance while optimizing resource allocation efficiency. Furthermore, the study innovatively proposes a "regionally differentiated governance" model, which emphasizes the formulation of targeted measures based on the ecological and economic conditions of different regions. This model not only improves the precision of policy implementation but also provides a scientific basis for government decision-making. Overall, this study deepens the understanding of the mechanisms for managing agricultural non-point source pollution and offers significant references for promoting green agricultural development.
