摘 要:本文深入探讨了我国汽车尾气排放控制的现状及其对环境、公众健康和气候变化的影响。首先,分析了我国汽车保有量的快速增长以及由此带来的尾气排放问题,同时概述了当前尾气排放控制政策与法规的实施情况以及尾气排放控制技术的应用状况。其次,文章详细阐述了汽车尾气排放对空气质量、公众健康以及全球气候变化的不利影响,强调了减少汽车尾气排放的紧迫性。在剖析现状的基础上,本文揭示了我国汽车尾气排放控制面临的诸多问题,包括排放标准与监管体系的不完善、技术研发与应用的滞后、燃油品质问题以及公众环保意识与参与度不高等。针对这些问题,本文提出了一系列具体可行的对策和建议。首先,应完善排放标准与监管体系,建立严格的排放限值标准,强化多部门联合监管机制,并建立全面的检测与惩罚体系。其次,加强技术研发与应用推广,建立创新研发体系,促进新能源汽车技术突破,并实施技术改造与升级项目。同时,提升燃油品质,优化燃油配方与标准,加强燃油生产过程的环保监管,并推广低芳烃清洁燃油。最后,提高公众环保意识与参与度,开展环保教育宣传活动,制定公众参与政策与机制,并推行绿色出行生活方式。

Abstract:The present situation of automobile exhaust emission control in China and its impact on environment, public health and climate change are discussed in this paper. Firstly, this paper analyzes the rapid growth of vehicle ownership in China and the resulting exhaust emission problems, and summarizes the current implementation of exhaust emission control policies and regulations and the application of exhaust emission control technology. Secondly, the paper elaborates on the adverse effects of automobile exhaust emissions on air quality, public health and global climate change, and emphasizes the urgency of reducing automobile exhaust emissions. On the basis of the analysis of the current situation, this paper reveals many problems faced by China's automobile exhaust emission control, including the imperfect emission standards and supervision system, the lag of technology research and development and application, fuel quality problems, and the low public awareness and participation in environmental protection. In view of these problems, this paper puts forward a series of concrete and feasible countermeasures and suggestions. First of all, we should improve the emission standards and supervision system, establish strict emission limit standards, strengthen the multi-department joint supervision mechanism, and establish a comprehensive detection and punishment system. Secondly, strengthen technology research and development and application promotion, establish an innovative research and development system, promote technological breakthroughs in new energy vehicles, and implement technological transformation and upgrading projects. At the same time, improve fuel quality, optimize fuel formula and standards, strengthen environmental supervision of fuel production process, and promote low aromatic clean fuel. Finally, improve public awareness and participation in environmental protection, carry out environmental education and publicity activities, formulate public participation policies and mechanisms, and promote green travel lifestyle.
