农村养老服务供给问题研究
摘要
本论文聚焦于农村养老服务供给问题，通过对相关概念的界定和理论基础的梳理，深入分析了当前农村养老服务供给的现状与存在的问题。研究发现，农村经济相对落后、养老资金来源单一、医养资源供给不足、机构养老服务供给水平较低、农村社区养老服务缺失以及忽视精神文化供给等问题凸显。针对这些问题，本论文从经济支持、医疗服务、机构养老、社区养老和文化供给等方面提出了完善农村养老服务供给的对策。具体包括夯实农村养老物质基础，通过增加政府投入和拓宽资金来源渠道，提高养老服务的经济保障能力；健全农村医疗服务体系，加强基层医疗机构建设，提高医疗服务水平；增加机构养老供给数量并提升供给水平，鼓励社会力量参与，优化服务设施；发展农村社区养老服务，建立老年文化活动中心，开展多样化的社区养老服务；以及弘扬传统文化，丰富老人的文化生活，提升他们的精神福祉。本论文旨在为优化农村养老服务供给体系、提升农村老年人的生活质量提供理论支持和实践指导。

Abstract
This paper focuses on the issue of rural elderly care service supply. By defining relevant concepts and sorting out theoretical foundations, it deeply analyzes the current situation and existing problems of rural elderly care service supply. Research has found that the rural economy is relatively backward, the source of elderly care funds is single, the supply of medical and elderly care resources is insufficient, the supply level of institutional elderly care services is low, the lack of rural community elderly care services, and the neglect of spiritual and cultural supply are prominent issues. In response to these issues, this paper proposes strategies to improve the supply of rural elderly care services from the perspectives of economic support, medical services, institutional elderly care, community elderly care, and cultural supply. Specifically, it includes consolidating the material foundation of rural elderly care, improving the economic security capacity of elderly care services by increasing government investment and expanding funding sources; Establish a sound rural medical service system, strengthen the construction of grassroots medical institutions, and improve the level of medical services; Increase the quantity and level of institutional elderly care supply, encourage social participation, and optimize service facilities; Develop rural community elderly care services, establish elderly cultural activity centers, and carry out diversified community elderly care services; And promote traditional culture, enrich the cultural life of the elderly, and enhance their spiritual well-being. This paper aims to provide theoretical support and practical guidance for optimizing the supply system of rural elderly care services and improving the quality of life of elderly people in rural areas.
