摘 要
本文主要探讨了沿海化工园区的环保工作及其存在的问题。首先介绍了相关概念和理论，包括环境管理改历程和与其相关的基本原理。接着阐述了沿海化工园区的环境治理现状，其中包括管理缺陷、权利的不正当性、法律执行不到位和监控和预警系统的不健全等问题。针对这些问题，本文提出了相应的应对措施，包括改善环境管理体系、健全财务保证体系、提高公安机关的综合素质和推动“智慧环保”的发展。通过解决这些问题，提高沿海化工园区的环境管理水平，达到实现可持续发展的目的。

Abstract：This paper mainly discusses the environmental protection work of coastal chemical industry park and its existing problems. Firstly, the relevant concepts and theories are introduced, including the process of environmental management reform and its related basic principles. Then, the present situation of environmental governance in coastal chemical parks is expounded, including management defects, improper rights, inadequate law enforcement and imperfect monitoring and early warning system. In response to these problems, this paper puts forward corresponding countermeasures, including improving the environmental management system, perfecting the financial guarantee system, improving the comprehensive quality of public security organs and promoting the development of "smart environmental protection". By solving these problems, the environmental management level of coastal chemical parks can be improved to achieve the purpose of sustainable development.
