干旱地区农林水资源冲突与协调管理机制研究
摘 要
干旱地区水资源短缺问题日益严峻,农林水资源冲突频发,已成为制约区域可持续发展的关键因素。本文以中国西北干旱地区为例,系统分析了农业、林业与水资源利用之间的矛盾及其成因,旨在探索有效的协调管理机制。研究采用多学科交叉方法,结合实地调研、数据分析和模型模拟,深入探讨了不同用水主体间的利益冲突及其对生态环境的影响。结果表明,传统的单一部门管理模式难以应对复杂的资源竞争问题,亟需构建跨部门、多层次的协同治理框架。本文创新性地提出了“生态优先、分类管理”的水资源配置策略,强调通过优化农业灌溉技术、推广节水型林业模式以及建立水权交易市场等手段,实现农林水资源的动态平衡。

STUDY ON THE CONFLICT AND COORDINATED MANAGEMENT MECHANISM OF AGRICULTURE, FORESTRY AND WATER RESOURCES IN ARID AREAS
ABSTRACT
The shortage of water resources in arid areas is increasingly severe, and the frequent conflict of agricultural and forestry water resources has become the key factor restricting the regional sustainable development. Taking the arid region of northwest China as an example, this paper systematically analyzes the contradiction between agriculture, forestry and water resources utilization and its causes, aiming to explore the effective coordinated management mechanism. Using an interdisciplinary approach, combined with field research, data analysis and model simulation, the conflicts of interest among different water users and their impact on the ecological environment are deeply explored. The results show that the traditional single-department management mode is difficult to deal with the complex resource competition problem, and it is urgent to build a cross-department and multi-level collaborative governance fr amework. This paper innovatively puts forward the water resources allocation strategy of "ecological priority and classified management", which emphasizes the dynamic balance of agricultural and forestry water resources by optimizing agricultural irrigation technology, popularizing water-saving forestry model and establishing water right trading market.
