摘 要
随着城市化进程的加速,交通问题已成为制约可持续发展的重要因素,传统城市交通规划体系难以有效应对日益增长的资源消耗与环境压力,亟需构建一种以可持续发展为导向的新型规划框架。本研究旨在探索基于可持续发展的城市交通规划体系的理论基础与实践路径,通过整合多学科视角,提出了一套系统化的规划方法。研究采用定性与定量相结合的方式,首先梳理了国内外相关理论与实践经验,明确了可持续发展在交通规划中的核心要素;其次,运用情景分析法和系统动力学模型,对不同规划方案的长期影响进行了模拟评估;最后,结合案例分析验证了所提方法的可行性和有效性。研究表明,该体系能够显著提升城市交通系统的效率与环保性能,同时兼顾社会公平与经济可行性。创新点在于将生态足迹、碳排放核算及公众参与机制融入规划流程,并提出了动态调整机制以适应城市发展需求。这一研究成果为城市交通规划提供了科学依据和技术支持,对推动城市交通向绿色、低碳、可持续方向转型具有重要意义。

ABSTRACT
With the acceleration of urbanization, transportation issues have become a critical factor constraining sustainable development. The traditional urban transportation planning system struggles to effectively address the growing resource consumption and environmental pressures, necessitating the construction of a new planning fr amework oriented towards sustainability. This study aims to explore the theoretical foundations and practical pathways of an urban transportation planning system based on sustainable development. By integrating multidisciplinary perspectives, a systematic planning approach is proposed. The research employs a combination of qualitative and quantitative methods, first reviewing relevant theories and practices both domestically and internationally to identify the core elements of sustainable development in transportation planning. Subsequently, scenario analysis and system dynamics modeling are utilized to simulate and evaluate the long-term impacts of various planning alternatives. Finally, case studies are analyzed to validate the feasibility and effectiveness of the proposed methodology. The findings indicate that this system can significantly enhance the efficiency and environmental performance of urban transportation systems while balancing social equity and economic viability. The innovation lies in incorporating ecological footprint, carbon emission accounting, and public participation mechanisms into the planning process, as well as proposing a dynamic adjustment mechanism to adapt to urban development needs. This research provides scientific evidence and technical support for urban transportation planning, playing a crucial role in promoting the transition of urban transportation towards green, low-carbon, and sustainable directions.
