摘要

地缘政治冲突日益加剧的背景下，金融制裁作为现代国际博弈的重要工具，其影响范围和深度不断扩大，对全球经济稳定构成严峻挑战。本研究旨在探讨金融制裁的实施机制、影响路径及其反制措施，以期为相关国家和地区提供理论支持与政策建议。金融制裁不仅显著削弱目标国的跨境支付能力与资本流动效率，还可能引发全球金融市场的连锁反应。同时，本文提出了一套多层次的反制策略框架，包括加强区域金融合作、推动多边货币结算体系以及提升金融基础设施自主性。本研究的创新点在于首次将复杂网络理论引入金融制裁效果评估，并从系统性视角揭示了制裁传导机制。此外，研究结果强调了国际合作在缓解金融制裁冲击中的关键作用，为构建更加公平合理的国际金融秩序提供了重要参考。

Financial Sanctions and Countermeasures Under Geopolitical Conflicts

Abstract

Against the backdrop of intensifying geopolitical conflicts, financial sanctions, as an important tool of modern international game, are expanding their scope and depth of influence, posing a severe challenge to global economic stability. This study aims to explore the implementation mechanism, impact path and countermeasures of financial sanctions, in order to provide theoretical support and policy recommendations for relevant countries and regions. Financial sanctions not only significantly weaken the cross-border payment capacity and capital flow efficiency of the target country, but also may trigger a chain reaction in the global financial market. At the same time, the paper proposes a multi-layered fr amework of countermeasures, including strengthening regional financial cooperation, promoting multilateral monetary settlement systems, and increasing financial infrastructure autonomy. The innovation of this study is that it introduces the complex network theory into the evaluation of the effect of financial sanctions for the first time, and reveals the transmission mechanism of sanctions from a systematic perspective. In addition, the findings highlight the key role of international cooperation in mitigating the impact of financial sanctions, and provide an important reference for building a more equitable and reasonable international financial order.
