摘要

随着全球经济一体化的深入推进，跨境金融数据流动日益频繁，其对金融稳定、隐私保护及国家安全的影响愈发显著。然而，各国在数据监管政策和法律框架上的差异导致了跨境金融数据流动面临诸多障碍，亟需构建有效的监管协调机制以应对这一挑战。不同国家和地区在数据主权、隐私保护和技术标准等方面的立场存在明显分歧，这为跨境金融数据流动的协调带来了复杂性。基于此，本文创新性地提出了多层次、多维度的监管协调框架，强调国际合作与国内制度建设的协同推进。该框架不仅关注技术标准的统一，还注重法律互认和风险防控机制的完善。研究的主要贡献在于填补了现有文献中关于跨境金融数据流动监管协调机制的理论空白，同时为相关政策制定提供了实践参考，有助于提升全球金融体系的稳定性和效率。

Abstract

With the deepening of global economic integration, cross-border financial data flow is increasingly frequent, and its impact on financial stability, privacy protection and national security is increasingly significant. However, differences in data regulatory policies and legal fr ameworks across countries have led to many barriers to cross-border financial data flows, and there is an urgent need to build effective regulatory coordination mechanisms to address this challenge. There are clear differences in the positions of different countries and regions on data sovereignty, privacy protection and technical standards, which creates complications for the coordination of cross-border financial data flows. Based on this, this paper innovatively puts forward a multi-level and multi-dimensional regulatory coordination fr amework, emphasizing the coordinated promotion of international cooperation and domestic institutional construction. The fr amework focuses not only on the unification of technical standards, but also on the mutual recognition of laws and the improvement of risk prevention and control mechanisms. The main contribution of the study is that it fills the theoretical gap in the existing literature on the regulatory coordination mechanism of cross-border financial data flows, and provides practical reference for relevant policy formulation, which is conducive to improving the stability and efficiency of the global financial system.
