摘 要
拐卖儿童犯罪是我国当前亟待解决的社会问题之一，其严重侵犯了儿童权益并破坏社会稳定。本研究旨在全面分析我国拐卖儿童犯罪现状，探讨其成因并提出切实可行的遏制对策。通过对2018-2022年全国公安机关相关案件数据进行统计分析，并结合对一线执法人员、社会工作者及受害者家庭的深度访谈，揭示出当前拐卖儿童犯罪呈现出跨国化、网络化、隐蔽性强等新特点。研究发现，经济利益驱动、法律监管漏洞、社会救助体系不完善是导致该类犯罪频发的主要原因。基于此，本文创新性地提出了构建“四位一体”防控体系，即政府主导、部门联动、社会参与和技术支撑相结合的综合治理模式。同时强调要加强源头预防，完善立法保障，强化跨区域协作机制，提高公众防范意识。本研究不仅为相关部门制定政策提供了理论依据，也为社会各界共同参与打击拐卖儿童犯罪提供了实践指导，对于维护未成年人合法权益具有重要现实意义。

Abstract
Child trafficking is one of the pressing social issues in China that severely infringes upon children's rights and undermines social stability. This study aims to comprehensively analyze the current status of child trafficking crimes in China, explore their causes, and propose practical countermeasures. By statistically analyzing relevant case data from national public security organs between 2018 and 2022, and through in-depth interviews with frontline law enforcement officers, social workers, and victim families, this research reveals new characteristics of child trafficking crimes, such as internationalization, internet-based operations, and enhanced concealment. The findings indicate that economic incentives, loopholes in legal supervision, and an imperfect social assistance system are the primary reasons for the frequent occurrence of such crimes. Based on these insights, this paper innovatively proposes a "four-in-one" prevention and control system, integrating government leadership, interdepartmental coordination, societal participation, and technological support into a comprehensive governance model. It also emphasizes strengthening preventive measures at the source, improving legislative protection, reinforcing cross-regional cooperation mechanisms, and enhancing public awareness of prevention. This study not only provides theoretical foundations for policy-making by relevant departments but also offers practical guidance for joint efforts by all sectors of society in combating child trafficking, which holds significant practical importance for safeguarding the legitimate rights and interests of minors.
