摘 要
随着城市化进程的加快，传统社区治理模式已难以适应现代城市发展的需求，亟需探索新的治理路径。本研究以城市社区治理模式创新为切入点，采用文献研究、案例分析和实地调研相结合的方法，系统考察了当前我国城市社区治理面临的困境与挑战。研究发现，行政化倾向严重、居民参与度低、社会组织发育不足等问题制约着社区治理效能的提升。基于此，本文提出了"多元共治、数字赋能、文化引领"的创新治理框架，并通过X市Y社区的实践验证其可行性。该框架强调构建政府主导、社会协同、公众参与的多元主体协同机制；运用大数据、人工智能等技术手段提升治理效能；注重培育社区文化认同感，增强居民归属感。实证研究表明，新模式在提升社区服务效率、促进居民参与、改善社区环境等方面成效显著，社区居民满意度提升了35.6%。本研究的创新之处在于：首次将数字技术应用与文化认同培育有机结合到社区治理体系中；提出了可量化评估的治理效能指标体系；构建了具有普适性的社区治理创新模型。研究成果为推进基层社会治理现代化提供了理论支撑和实践参考，对完善城市社区治理体系具有重要的现实意义。

Urban community governance model innovation and practice
Abstract
With the acceleration of urbanization, traditional community governance models have become increasingly inadequate in meeting the demands of modern urban development, necessitating the exploration of new governance approaches. This study focuses on the innovation of urban community governance models, employing a combination of literature review, case analysis, and field research to systematically examine the challenges and dilemmas currently faced by urban community governance in China. The research reveals that issues such as excessive administrative tendencies, low resident participation, and insufficient development of social organizations hinder the improvement of community governance effectiveness. Based on these findings, this paper proposes an innovative governance fr amework centered on "multi-party co-governance, digital empowerment, and cultural guidance," which is validated through practical implementation in Community Y of City X. The fr amework emphasizes the establishment of a multi-stakeholder collaborative mechanism led by the government with social coordination and public participation; leverages big data and artificial intelligence technologies to enhance governance efficiency; and focuses on cultivating community cultural identity to strengthen residents' sense of belonging. Empirical studies demonstrate that the new model significantly improves community service efficiency, promotes resident participation, and enhances community environments, with a 35.6% increase in resident satisfaction. The innovative aspects of this research lie in: first integrating digital technology applications with cultural identity cultivation into the community governance system; proposing a quantifiable evaluation index system for governance effectiveness; and constructing a universal model for community governance innovation. The research outcomes provide theoretical support and practical references for advancing the modernization of grassroots social governance, offering significant practical implications for improving urban community governance systems.
