摘 要
随着城市化进程的加速推进，智慧城市建设已成为提升城市治理效能的重要途径。然而，传统部门化治理模式难以适应智慧城市建设的复杂需求，跨部门协同治理成为亟待解决的关键问题。本研究基于协同治理理论，采用案例分析法、深度访谈法和比较研究法，选取国内三个典型智慧城市作为研究对象，系统探讨了跨部门协同治理模式的构建路径与运行机制。研究发现，智慧城市建设中的跨部门协同治理面临数据共享壁垒、权责界定不清、利益协调困难等主要障碍。针对这些问题，本文创新性地提出了"平台-机制-文化"三位一体的协同治理框架：通过搭建统一的数据共享平台打破信息孤岛；建立权责对等的组织协调机制；培育开放包容的协同文化。研究结果表明，该模式能够有效提升政府部门间的协作效率，降低行政成本，促进公共服务的精准供给。本研究的理论贡献在于拓展了协同治理理论在智慧城市领域的应用边界，实践意义在于为政府部门提供了可操作的跨部门协同方案。研究结论对推动智慧城市建设中的政府职能转变和治理能力现代化具有重要参考价值。

Discussion on cross-departmental collaborative governance model in smart city construction
Abstract
With the accelerated advancement of urbanization, smart city construction has become a crucial approach to enhancing urban governance efficiency. However, the traditional departmentalized governance model struggles to meet the complex demands of smart city development, making cross-departmental collaborative governance an urgent issue to address. This study, grounded in collaborative governance theory and employing case analysis, in-depth interviews, and comparative research methods, selects three typical smart cities in China as research subjects to systematically explore the construction pathways and operational mechanisms of cross-departmental collaborative governance models. The research reveals that cross-departmental collaborative governance in smart city construction faces major obstacles such as data-sharing barriers, unclear delineation of responsibilities and authorities, and difficulties in interest coordination. In response to these challenges, this paper innovatively proposes a "platform-mechanism-culture" trinity collaborative governance fr amework: breaking down information silos by establishing a unified data-sharing platform; creating an organizational coordination mechanism with balanced responsibilities and authorities; and fostering an open and inclusive collaborative culture. The findings indicate that this model can effectively improve intergovernmental collaboration efficiency, reduce administrative costs, and promote precise public service delivery. The theoretical contribution of this study lies in expanding the application boundaries of collaborative governance theory in the field of smart cities, while its practical significance lies in providing actionable cross-departmental collaboration solutions for government agencies. The research conclusions offer valuable insights for advancing government function transformation and modernization of governance capabilities in smart city construction.
