摘 要
在数字经济时代背景下,地方政府数字化转型已成为提升治理能力、优化公共服务的重要战略选择。本研究基于数字治理理论框架,采用多案例比较分析和深度访谈相结合的研究方法,系统考察了我国东部、中部和西部地区12个地级市的数字化转型实践。研究发现,地方政府数字化转型呈现出"技术驱动-制度创新-服务重构"的三阶段演进路径:初级阶段以基础设施建设和技术应用为主;中级阶段着重于组织变革和流程再造;高级阶段则致力于构建智慧化治理体系和服务生态。研究创新性地提出了"双轮驱动"转型模型,强调技术赋能与制度创新的协同作用,并识别出领导力、资源整合能力和公众参与度是影响转型成效的关键因素。通过构建数字化转型成熟度评估指标体系,研究揭示了不同区域间数字化转型的差异化特征及其成因。研究结果表明,成功的数字化转型需要统筹考虑技术、组织和制度三个维度,建立跨部门协同机制,培育数字化人才队伍,同时注重数据安全与隐私保护。本研究的理论贡献在于拓展了数字治理理论的应用场景,为理解地方政府数字化转型提供了新的分析框架;实践意义在于为地方政府制定差异化转型策略提供了决策参考,对推动政府治理体系和治理能力现代化具有重要启示。

Research on digital transformation path of local government
Abstract
In the context of the digital economy era, the digital transformation of local governments has become a crucial strategic choice for enhancing governance capabilities and optimizing public services. This study, based on the theoretical fr amework of digital governance, employs a research methodology combining multi-case comparative analysis and in-depth interviews to systematically examine the digital transformation practices of 12 prefecture-level cities in eastern, central, and western China. The research reveals that the digital transformation of local governments follows a three-stage evolutionary path characterized by "technology-driven - institutional innovation - service reconstruction": the initial stage focuses on infrastructure construction and technology application; the intermediate stage emphasizes organizational change and process reengineering; while the advanced stage is dedicated to building intelligent governance systems and service ecosystems. The study innovatively proposes a "dual-wheel drive" transformation model, highlighting the synergistic effect of technological empowerment and institutional innovation, and identifies leadership, resource integration capability, and public participation as key factors influencing transformation outcomes. By constructing a digital transformation maturity evaluation index system, the research uncovers differentiated characteristics and their underlying causes across different regions. The findings indicate that successful digital transformation requires comprehensive consideration of technological, organizational, and institutional dimensions, establishing cross-departmental collaboration mechanisms, cultivating digital talent pools, while simultaneously emphasizing data security and privacy protection. The theoretical contribution of this study lies in expanding the application scenarios of digital governance theory and providing a new analytical fr amework for understanding local government digital transformation; its practical significance lies in offering decision-making references for local governments to formulate differentiated transformation strategies, providing important insights for promoting the modernization of government governance systems and capabilities.
