随着全球基础设施建设的快速发展,工程项目规模日益扩大,复杂度显著增加,伴随而来的风险也愈加多样化和难以预测。工程保险作为风险管理的重要手段之一,旨在通过经济补偿机制减轻项目参与方因不可预见风险造成的损失,保障工程项目的顺利实施。然而,当前工程保险在风险管理中的应用仍存在诸多不足,如保险产品设计未能充分覆盖项目实际需求、保险市场发育不完善、企业保险意识淡薄以及保险与风险管理环节之间的脱节等,这些问题严重制约了工程保险在风险管理中的有效作用。本文概述风险管理理论、工程保险基础理论以及两者之间的紧密联系,为后续研究奠定理论基础。阐述工程保险在风险管理中的重要性,包括分散与转移工程项目风险、促进工程项目顺利进行以及优化资源配置与决策等方面。接着,从保险产品设计缺陷、保险市场发育不全、企业保险意识薄弱以及保险与风险管理脱节等四个方面,详细剖析了工程保险在风险管理中的应用不足。针对这些问题,本文提出了完善保险产品设计、加强保险市场建设、增强企业保险意识以及促进保险与风险管理深度融合等四大提升对策,每个对策下均包含具体的实施措施,旨在提高工程保险在风险管理中的有效性,为工程项目的顺利实施提供有力保障。

Abstract
With the rapid development of global infrastructure construction, the scale and complexity of engineering projects are increasingly expanding, and the accompanying risks are becoming more diverse and difficult to predict. Engineering insurance, as one of the important means of risk management, aims to reduce the losses caused by unforeseeable risks to project participants through economic compensation mechanisms, and ensure the smooth implementation of engineering projects. However, there are still many shortcomings in the application of engineering insurance in risk management, such as insufficient coverage of actual project needs in insurance product design, incomplete development of the insurance market, weak insurance awareness among enterprises, and a disconnect between insurance and risk management. These problems seriously restrict the effective role of engineering insurance in risk management. This article provides an overview of risk management theory, basic theory of engineering insurance, and their close relationship, laying a theoretical foundation for future research. Elaborate on the importance of engineering insurance in risk management, including dispersing and transferring project risks, promoting smooth project progress, and optimizing resource allocation and decision-making. Furthermore, the insufficient application of engineering insurance in risk management was analyzed in detail from four aspects: design defects in insurance products, incomplete development of the insurance market, weak insurance awareness among enterprises, and disconnection between insurance and risk management. In response to these issues, this article proposes four major improvement measures: improving insurance product design, strengthening insurance market construction, enhancing enterprise insurance awareness, and promoting the deep integration of insurance and risk management. Each measure includes specific implementation measures aimed at improving the effectiveness of engineering insurance in risk management and providing strong guarantees for the smooth implementation of engineering projects.
