桥梁施工期间通航安全保障措施研究


摘    要
随着全球城市化进程的加速和交通基础设施的不断完善,桥梁作为连接水域两岸的重要交通枢纽,其建设规模日益扩大。然而,桥梁施工期间,由于施工区域占用航道、施工设备操作复杂以及施工活动对水流、水质等通航环境的影响,给周边水域的通航安全带来了严峻挑战。近年来,多起桥梁施工期间发生的通航安全事故,不仅造成了人员伤亡和财产损失,也对区域经济发展和水域生态环境产生了不良影响。本研究针对桥梁施工期间通航安全保障问题,首先概述了桥梁施工基础理论,包括桥梁类型与施工方法,以及施工对通航环境的影响,为后续研究提供了理论基础。探讨通航安全管理理论,包括通航安全风险评估方法、通航安全管理法规与标准等,为制定有效的通航安全保障措施提供了理论依据。在此基础上,分析了桥梁施工期间通航安全保障的重要性,指出其对水上交通安全、区域经济发展及环境保护的深远影响。本研究提出了包括优化航道布局与通航管理、提升船舶航行安全、完善应急管理体系以及加强信息沟通与公众告知在内的多项通航安全保障措施,旨在通过科学管理和技术创新,实现桥梁施工期间通航安全的全面保障。

Abstract
With the acceleration of the global urbanization process and the continuous improvement of the transportation infrastructure, the bridge construction scale, as an important transportation hub connecting the two sides of the water area, is expanding day by day. However, during the bridge construction, due to the waterway occupied by the construction area, the complex operation of the construction equipment and the impact of the construction activities on the water flow, water quality and other navigation environment, the bridge brings severe challenges to the navigation safety of the surrounding waters. In recent years, many navigation safety accidents occurred during bridge construction have not only caused casualties and property losses, but also had adverse effects on regional economic development and ecological environment of water area. This study addresses the problem of navigation safety guarantee during bridge construction, and first summarizes the basic theory of bridge construction, including bridge type and construction methods, as well as the impact of construction on navigation environment, which provides a theoretical basis for subsequent research. The navigation safety management theory, including navigation safety risk assessment methods, navigation safety management regulations and standards, etc., which provides a theoretical basis for formulating effective navigation safety safeguard measures. On this basis, this paper analyzes the importance of navigation safety guarantee during bridge construction, and points out its far-reaching influence on water traffic safety, regional economic development and environmental protection. This study puts forward a number of navigation safety guarantee measures, including optimization of navigation layout and navigation management, improving ship navigation safety, improvement of emergency management system and strengthening information communication and public notification, aiming to realize the comprehensive guarantee of navigation safety during bridge construction through scientific management and technical innovation.
