摘 要
本文旨在探讨工程项目成本超支的原因及其对项目质量的影响,并提出具体的控制策略。首先,概述了工程项目成本的定义、构成以及成本超支的普遍现象。随后,分析了成本超支对工程项目质量的负面影响,包括材料质量下降、施工工艺简化和安全风险增加等。在此基础上,深入剖析了工程项目成本超支的深层次原因,如范围变更频繁、范围蔓延、估算不准确以及审批流程不严等。针对这些原因,本文提出了一系列具体的控制策略,包括控制变更频率、明确项目边界、采用科学方法估算以及优化审批流程等。这些策略旨在帮助工程项目管理者更好地识别和控制成本超支的风险,确保项目在预算范围内高效运行,同时保障工程项目的质量和安全。通过本文的研究,可以为工程项目成本管理提供有益的参考和借鉴,推动工程项目管理的科学化和规范化发展。

Abstract
This paper aims to explore the causes of project cost overruns and its impact on project quality and propose specific control strategies. First, the definition and composition of the project cost and the common phenomenon of cost overruns are outlined. Subsequently, the negative impact of cost overruns on the project quality was analyzed, including decreased material quality, simplified construction process, and increased safety risk. On this basis, the paper deeply analyzes the deep causes of cost overruns of engineering project, such as frequent scope changes, scope spread, inaccurate estimation and lax approval process. In view of these reasons, this paper proposes a series of specific control strategies, including controlling the frequency of changes, clarifying the project boundary, using scientific methods to estimate, and optimizing the approval process. These strategies are designed to help project managers better identify and control the risk of cost overruns, and ensure that the project operates efficiently within the budget, while ensuring the quality and safety of the project. Through the research of this paper, it can provide useful reference for project cost management, and promote the scientific and standardized development of project management.
