摘 要
食品添加剂在现代食品工业中扮演着重要角色，但其滥用问题日益严重，对公众健康构成潜在威胁。本研究旨在探讨食品添加剂滥用的现状及其监管机制的不足，通过文献综述、案例分析和实地调研相结合的方法，系统分析了国内外食品添加剂监管的政策法规、执行情况及存在的问题。研究发现，当前监管体系存在法律法规不完善、执法力度不足、信息透明度低等问题，导致食品添加剂滥用现象屡禁不止。特别是在中国，尽管已有多项食品安全法规出台，但实际执行中仍面临诸多挑战，如地方保护主义、企业自律性差等。为此，本研究提出了一系列改进建议，包括加强法律法规的制定与修订、提升执法部门的独立性和专业性、增强公众参与和信息公开等。这些建议旨在构建一个更加科学、有效的食品添加剂监管体系，以保障公众健康和食品安全。本研究的创新之处在于综合运用多种研究方法，深入剖析了食品添加剂滥用的根源及其监管机制的缺陷，为政策制定者和监管部门提供了有价值的参考依据。

Abstract
Food additives play an important role in the modern food industry, but their abuse is increasingly serious and poses a potential threat to public health. This study aims to explore the current situation of food additive abuse and the shortcomings of the supervision mechanism. Through the combination of literature review, case analysis and field research, the policies and regulations of food additive regulation, implementation and existing problems are systematically analyzed. The study found that the current regulatory system has problems such as imperfect laws and regulations, insufficient law enforcement and low information transparency, leading to the abuse of food additives. Especially in China, although a number of food safety regulations have been issued, there are still many challenges in the actual implementation, such as local protectionism and poor self-discipline of enterprises. To this end, this study puts forward a series of improvement suggestions, including strengthening the formulation and revision of laws and regulations, enhancing the independence and professionalism of law enforcement departments, and enhancing public participation and information disclosure. These proposals are designed to build a more scientific and effective regulatory system of food additives to safeguard public health and food safety. The innovation of this research lies in the comprehensive use of various research methods, deeply analyzes the root cause of food additive abuse and the defects of its regulatory mechanism, and provides a valuable reference for policy makers and regulatory authorities.
