摘要
随着全国城市经营制度的不断完善，中国的城市建设取得了长足的进步。随着城市的人口和城市的规模越来越大，为了满足这样的发展需求，地方各级人民政府也越来越加大了对市政基础设施的投入。与此同时，在建设的过程中，也暴露出了许多问题，一些项目在没有进行足够的科学论证的情况下，在规划设计、招标、合同及施工管理等方面，都出现了一些不规范的情况，甚至出现了超规模投资的问题，对工程造价缺乏必要的防范和管理，大多数都只是停留在竣工结算的管理上。在对市政道路建设工程项目中所存在的问题进行研究和分析的基础上，找出了市政道路建设工程项目全过程造价的管理重点和难点，同时，本文所提出的全过程造价优化的建议措施，对于城市道路领域的基建工程项目管理来说，也是一种很好的切实可行的方法。本论文的研究结果既能满足当前我国城镇建设发展的需求，又能提高城镇建设项目的投资效率，同时也是一种可操作、可借鉴的方法。

Abstract
With the continuous improvement of the national urban management system, China's urban construction has made great progress. With the increasing urban population and urban scale, in order to meet such development needs, local people's governments at all levels have increased their investment in municipal infrastructure. At the same time, in the process of construction, also exposed a lot of problems, some projects in the case of insufficient scientific demonstration, in the planning and design, bidding, contract and construction management, there are some non-standard situation, and even appeared the problem of super-scale investment, the lack of necessary prevention and management of the project cost, Most of them just stay in the management of completion settlement. On the basis of studying and analyzing the problems existing in the municipal road construction project, the key points and difficulties of the management of the whole process cost of the municipal road construction project are found out. At the same time, the suggestions and measures of the whole process cost optimization proposed in this paper are also a good and feasible method for the management of the urban road construction project. The results of this paper can not only meet the current needs of the development of urban construction, but also improve the investment efficiency of urban construction projects, and is also an operable and referential method.

Abstract
