摘 要
自从国务院2011年发布《关于加快水利改革发展的决定》以来，福建省在水利方面的投资在近几年间不断增加。为了确保招标的公开、公平、公正，规范招标招标行为，推动建设项目的高效、安全、廉洁运行，福建省在建设制度体系、规范全进场交易、建立了信用信息平台、创新招标监管方式等几个方面积累了许多好的经验和做法，收到了较好的效果。
但福建省目前的水利建设招标投标制度尚未形成，导致其在实际运作中仍有很多问题，但无论是招标投标监督管理部门、项目招标单位、招标代理机构、投标单位以及评标专家身上违法违纪现象还是时有发生。
文章对福建省现行的招投标监管机制存在缺陷、政策法规不完善、信用信息应用滞后、市场从业人员不规范等四个问题进行了剖析，并就如何完善福建地区的招投标监管机制、加强制度建设、健全诚信体系、规范市场行为四个层面进行了探讨。

Abstract
Since the State Council issued the Decision on Accelerating the Reform and Development of Water Conservancy in 2011, Fujian's investment in water conservancy has been increasing in recent years. In order to ensure the openness, fairness and impartiality of bidding, standardize the bidding behavior, and promote the efficient, safe and clean operation of construction projects, Fujian Province has accumulated many good experiences and practices in the construction of the system, the standardization of all entry transactions, the establishment of a credit information platform, and the innovation of bidding supervision methods, and has received good results.
However, the current bidding and tendering system for water conservancy construction in Fujian Province has not yet been formed, resulting in many problems in its actual operation. However, violations of laws and disciplines occur from time to time in the bidding supervision and management departments, project bidding units, bidding agencies, bidding units and bid evaluation experts.
This paper analyzes four problems existing in the current bidding supervision mechanism in Fujian Province, such as defects, imperfect policies and regulations, lagging application of credit information, and nonstandard market practitioners, and discusses how to improve the bidding supervision mechanism in Fujian, strengthen system construction, improve the integrity system, and standardize market behavior.
