普惠性幼儿园发展的政策支持体系研究 -学前教育专业

摘要

普惠性幼儿园的发展是实现教育公平和提升学前教育质量的重要途径，其政策支持体系的构建已成为当前教育领域亟待解决的关键问题。本研究基于我国学前教育发展的现实需求，以普惠性幼儿园为研究对象，旨在探讨其政策支持体系的现状、问题及优化路径。当前普惠性幼儿园政策支持体系存在区域差异显著、财政投入不足以及监管机制不完善等问题。为此，本研究提出了强化政策协同、优化资源配置及健全评估监督机制等对策建议。研究创新点在于首次构建了涵盖财政、师资、管理等多维度的政策支持体系评价模型，并结合实际数据验证了模型的有效性。这一成果为政府制定更加科学合理的普惠性幼儿园政策提供了理论依据和实践参考，对推动学前教育均衡发展具有重要意义。

Abstract

The development of inclusive kindergartens is an important way to achieve educational equity and improve the quality of preschool education. The construction of its policy support system has become a key issue to be solved urgently in the current education field. Based on the actual needs of the development of preschool education in China, this study takes inclusive kindergartens as the research ob ject, aiming to explore the current situation, problems and optimization path of its policy support system. At present, there are some problems in the policy support system of inclusive kindergartens, such as significant regional differences, insufficient financial investment and imperfect supervision mechanism. Therefore, this study puts forward countermeasures and suggestions such as strengthening policy coordination, optimizing resource allocation and perfecting evaluation and supervision mechanism. The innovation of the research is that it constructs the evaluation model of the policy support system covering finance, teachers, management and other dimensions for the first time, and verifies the effectiveness of the model combined with actual data. This achievement provides a theoretical basis and practical reference for the government to formulate a more scientific and reasonable inclusive kindergarten policy, and is of great significance for promoting the balanced development of preschool education.
