随着全球化进程的加速和企业竞争环境的日益复杂,人力资源外包(HRO)作为一种战略性管理工具,逐渐成为企业优化资源配置、提升核心竞争力的重要手段然而,HRO在带来显著收益的同时也伴随着潜在风险,如何科学评估与有效管理这些风险与收益成为理论界与实务界关注的核心问题本研究以企业人力资源外包为研究对象,基于风险管理理论与成本效益分析框架,综合运用文献分析、案例研究与实证调查等方法,系统探讨了HRO的风险来源、表现形式及其对组织绩效的影响同时,通过构建量化评估模型,深入剖析了企业在实施HRO过程中的关键收益因素及其作用机制研究表明,HRO的主要风险包括信息泄露风险、服务质量不稳定风险以及文化冲突风险,而其核心收益则体现在成本节约、专业能力提升及战略聚焦能力增强等方面此外,本研究发现,企业通过建立完善的外包治理机制、强化合作伙伴关系管理以及优化内部流程整合,能够有效降低外包风险并最大化收益创新点在于首次将动态权衡视角引入HRO研究领域,并提出了一个兼具理论指导意义与实践操作价值的评估框架,为企业决策者提供了科学依据主要贡献体现在丰富了HRO风险管理的理论体系,同时为推动中国企业在全球化背景下的外包实践提供了重要参考

Abstract

 With the acceleration of globalization and the increasing complexity of competitive environments, human resource outsourcing (HRO) has gradually emerged as a strategic management tool for enterprises to optimize resource allocation and enhance core competitiveness. However, while HRO brings significant benefits, it is also accompanied by potential risks, making the scientific evaluation and effective management of these risks and benefits a critical issue of concern for both academia and practice. This study focuses on enterprise HRO, employing a risk management theory fr amework and cost-benefit analysis approach, and integrates literature review, case studies, and empirical surveys to systematically explore the sources and manifestations of risks in HRO and their impact on organizational performance. Furthermore, by constructing a quantitative assessment model, this research delves into the key benefit factors and their mechanisms during the implementation of HRO. The findings indicate that the primary risks associated with HRO include information leakage risk, service quality instability risk, and cultural conflict risk, whereas its core benefits are reflected in cost savings, enhanced professional capabilities, and improved strategic focus. Additionally, this study reveals that enterprises can effectively mitigate outsourcing risks and maximize benefits by establishing comprehensive outsourcing governance mechanisms, strengthening partner relationship management, and optimizing internal process integration. A notable innovation lies in the introduction of a dynamic trade-off perspective into the HRO research domain, proposing an evaluation fr amework that combines theoretical guidance with practical operational value, thereby providing scientific evidence for decision-makers. The main contributions of this study include enriching the theoretical system of HRO risk management and offering significant references for promoting outsourcing practices among Chinese enterprises in the context of globalization.
