摘 要：社会主义协商民主的深入推进对公民意识的培育提出了新的要求，本研究旨在探讨协商民主背景下公民意识的形成机制及其提升路径。通过文献分析与实证调查相结合的方法，研究系统考察了公民意识在协商民主实践中的现状、问题及影响因素，并提出针对性的优化策略。研究表明，公民意识的培育不仅依赖于制度设计，还受到社会文化环境和个体认知水平的深刻影响。研究创新性地构建了“协商—参与—共识”的动态模型，揭示了协商民主实践中公民意识发展的内在逻辑，为相关政策制定提供了理论依据。主要贡献在于明确了公民意识培育的核心要素，强调了协商过程对公民责任感和公共精神的塑造作用，同时为推进社会治理现代化提供了实践参考。

Abstract：The advancement of socialist consultative democracy has put forth new requirements for the cultivation of civic consciousness. This study aims to explore the formation mechanism and enhancement pathways of civic consciousness under the context of consultative democracy. By integrating literature analysis with empirical investigation, the research systematically examines the current status, issues, and influencing factors of civic consciousness in the practice of consultative democracy, while proposing targeted optimization strategies. The findings indicate that the cultivation of civic consciousness not only depends on institutional design but is also profoundly influenced by socio-cultural environments and individual cognitive levels. Innovatively, this study constructs a dynamic model of “deliberation-participation-consensus,” which reveals the intrinsic logic of civic consciousness development in the practice of consultative democracy and provides theoretical support for relevant policy formulation. Its primary contributions lie in clarifying the core elements of civic consciousness cultivation, emphasizing the role of the deliberative process in shaping civic responsibility and public spirit, and offering practical references for advancing the modernization of social governance.
