中文摘要:高质量发展是我国经济社会转型的重要战略目标,其中城乡义务教育资源配置的优化成为实现教育公平与效率的关键议题。本研究旨在探讨当前城乡义务教育资源配置所面临的困境,并提出针对性的解决路径。通过文献分析、实地调研和定量建模相结合的研究方法,本文系统梳理了城乡教育资源配置在政策执行、财政投入和师资力量等方面的现实问题。研究发现,尽管近年来我国在教育均衡化方面取得显著进展,但城乡间资源分配不均、优质教育资源短缺以及教师流动性不足等问题依然突出。基于此,本文创新性地提出了以“区域协同”为核心的发展模式,强调通过跨区域资源整合、数字化教育平台建设和教师流动激励机制等措施,提升资源配置效率。此外,研究还建议构建动态监测体系,以数据驱动的方式评估资源配置效果并及时调整策略。本研究的主要贡献在于突破了传统单一视角的局限,从多维度剖析问题根源,并为政策制定者提供了具有可操作性的优化方案,为推动城乡义务教育高质量发展提供了理论支持与实践参考。

Abstract:High-quality development is a crucial strategic goal for China's socio-economic transformation, with the optimization of resource allocation in urban and rural compulsory education becoming a key issue for achieving educational equity and efficiency. This study aims to explore the challenges faced in the current allocation of urban and rural compulsory education resources and propose targeted solutions. By employing a research methodology that combines literature analysis, field surveys, and quantitative modeling, this paper systematically examines practical issues in resource allocation, focusing on policy implementation, financial investment, and teacher resources. The findings indicate that, despite significant progress in promoting educational balance in recent years, disparities in resource distribution between urban and rural areas, shortages of high-quality educational resources, and insufficient teacher mobility remain prominent. In response, this study innovatively proposes a development model centered on "regional synergy," emphasizing measures such as cross-regional resource integration, the construction of digital education platforms, and incentive mechanisms for teacher mobility to enhance allocation efficiency. Additionally, the study recommends establishing a dynamic monitoring system to evaluate resource allocation outcomes through data-driven approaches and adjust strategies accordingly. The primary contribution of this research lies in transcending the limitations of traditional single-perspective analyses by examining the root causes of problems from multiple dimensions and providing policymakers with actionable optimization proposals, thereby offering both theoretical support and practical references for advancing high-quality development in urban and rural compulsory education.
