摘要
随着电子商务的迅猛发展,消费者权益保护问题日益凸显,成为学术界与实务界共同关注的焦点。本研究旨在探讨电子商务领域中消费者权益保护的现状、挑战及改进路径,并提出针对性立法建议。通过文献分析、案例研究和比较法研究相结合的方法,系统梳理了国内外相关法律法规及实践模式,揭示了现行法律框架在跨境交易、数据隐私保护以及平台责任界定等方面的不足。研究发现,当前电子商务环境下的消费者权益保护存在监管滞后、技术手段不足及国际协调机制缺失等问题。基于此,本文创新性地提出了构建多层次、跨区域的协同监管体系,强化电商平台主体责任,以及完善个人信息保护法律制度等具体建议。这些措施有助于提升消费者权益保障水平,促进电子商务行业的健康可持续发展。本研究的主要贡献在于结合实际需求与国际经验,为我国电子商务领域的立法完善提供了理论支持与实践参考,同时强调了技术赋能与国际合作在现代消费者保护中的重要作用。

Abstract
With the rapid development of e-commerce, consumer rights protection has become an increasingly prominent issue, drawing attention from both academia and practice. This study aims to explore the current status, challenges, and improvement pathways for consumer rights protection in the e-commerce domain, while proposing targeted legislative recommendations. By integrating literature analysis, case studies, and comparative legal research, this paper systematically reviews domestic and international regulations and practical models, revealing deficiencies in the existing legal fr amework concerning cross-border transactions, data privacy protection, and platform liability definition. The findings indicate that consumer rights protection in the current e-commerce environment is hindered by regulatory delays, insufficient technical means, and a lack of international coordination mechanisms. In response, this paper innovatively suggests constructing a multi-level, cross-regional collaborative supervision system, strengthening the primary responsibilities of e-commerce platforms, and improving personal information protection laws. These measures are expected to enhance the level of consumer rights protection and promote the healthy and sustainable development of the e-commerce industry. The main contribution of this study lies in its integration of practical needs and international experiences, providing theoretical support and practical references for the improvement of legislation in China’s e-commerce sector. Additionally, it emphasizes the critical role of technology empowerment and international cooperation in modern consumer protection.
