摘 要
随着信息技术的迅猛发展，智慧城市建设已成为全球城市治理的重要趋势，而行政资源整合与协同治理模式在其中扮演着关键角色。本研究旨在探讨智慧城市建设背景下如何通过优化行政资源整合实现高效协同治理，以提升城市运行效率和公共服务水平。研究采用文献分析、案例研究与实证调查相结合的方法，选取多个典型智慧城市为样本，深入剖析其行政资源整合路径及协同治理机制。研究表明，通过构建跨部门数据共享平台、完善政策协调机制以及强化公众参与，能够显著提升城市治理效能。本研究创新性地提出了“层级联动—功能整合—技术驱动”的协同治理框架，为智慧城市建设提供了理论支撑与实践指导，同时强调技术与制度的深度融合是推动城市治理体系现代化的核心动力。研究成果对促进智慧城市的可持续发展具有重要参考价值。关键词：智慧城市; 行政资源整合; 协同治理
Abstract
With the rapid development of information technology, smart city construction has become a significant global trend in urban governance, where the integration of administrative resources and collaborative governance models play a critical role. This study aims to explore how the optimization of administrative resource integration under the context of smart city construction can achieve efficient collaborative governance, thereby enhancing urban operational efficiency and public service quality. By employing a combination of literature analysis, case studies, and empirical surveys, this research selects multiple representative smart cities as samples to conduct an in-depth examination of their administrative resource integration pathways and collaborative governance mechanisms. The findings indicate that constructing cross-departmental data-sharing platforms, improving policy coordination mechanisms, and strengthening public participation can substantially enhance urban governance effectiveness. Innovatively, this study proposes a "hierarchical linkage—functional integration—technology-driven" collaborative governance fr amework, providing theoretical support and practical guidance for smart city construction. It also emphasizes that the deep integration of technology and institutions is the core driving force for modernizing urban governance systems. The research outcomes hold important reference value for promoting the sustainable development of smart cities.
