摘 要
电子政府建设是推动国家治理体系和治理能力现代化的重要组成部分，政务信息公开与行政透明度提升作为其核心目标之一，对优化公共服务、增强公众参与及提高政府公信力具有重要意义本研究以电子政府建设为背景，聚焦政务信息公开的机制优化与行政透明度的量化评估，通过文献分析、案例研究与实证调查相结合的方法，系统探讨了影响政务信息公开效果的关键因素，并构建了基于多维度指标的行政透明度评估模型研究发现，技术支撑、制度保障与公众需求响应是提升政务信息公开质量的核心要素，而数据共享不足、信息碎片化及公众参与渠道有限则构成主要障碍在此基础上，本研究提出通过完善信息资源整合机制、强化跨部门协同以及优化公众互动平台等创新路径，以实现更高水平的行政透明度研究成果为电子政府建设提供了理论支持与实践指导，有助于促进政府决策科学化与社会治理精准化关键词：电子政府建设; 政务信息公开; 行政透明度
Abstract
E-government construction is a critical component in advancing the modernization of national governance systems and capabilities. As one of its core ob jectives, government information disclosure and administrative transparency enhancement play significant roles in optimizing public services, increasing public participation, and improving governmental credibility. This study, within the context of e-government development, focuses on the mechanism optimization of government information disclosure and the quantitative evaluation of administrative transparency. By integrating literature analysis, case studies, and empirical investigations, it systematically explores the key factors influencing the effectiveness of government information disclosure and constructs a multidimensional indicator-based model for assessing administrative transparency. The findings reveal that technological support, institutional guarantees, and responsiveness to public demands are central elements in enhancing the quality of government information disclosure, whereas insufficient data sharing, information fragmentation, and limited public participation channels constitute major obstacles. Based on these insights, this study proposes innovative approaches, including improving information resource integration mechanisms, strengthening inter-departmental collaboration, and optimizing public interaction platforms, to achieve higher levels of administrative transparency. The research outcomes provide theoretical support and practical guidance for e-government construction, contributing to more scientific governmental decision-making and precise social governance.
