摘 要
城市化进程的加速对政府角色转变和城市治理现代化提出了新的要求，本研究以城市化进程中政府职能调整为核心，探讨其对城市治理效能的影响。研究基于多案例分析与定量数据相结合的方法，选取典型城市作为样本，系统考察政府在规划、服务、监管等领域的角色转型路径。结果表明，政府通过优化资源配置、强化公共服务供给以及推动多方协作，显著提升了城市治理水平。同时，研究发现数字化治理工具的应用是实现治理现代化的重要创新点，其有效促进了信息透明化和决策科学化。本研究的主要贡献在于揭示了政府角色转变的动态机制，并提出适应城市化需求的治理模式框架，为相关政策制定提供了理论支持与实践参考，进一步丰富了城市治理现代化的研究体系。关键词：城市化; 政府职能调整; 治理效能
Abstract
The acceleration of urbanization has imposed new demands on the transformation of government roles and the modernization of urban governance. This study focuses on the adjustment of governmental functions during urbanization and investigates its impact on the efficiency of urban governance. By employing a research method that combines multiple case analyses with quantitative data, typical cities were selected as samples to systematically examine the pathways of governmental role transformation in planning, service provision, and regulation. The findings indicate that governments have significantly enhanced urban governance levels by optimizing resource allocation, strengthening public service delivery, and promoting multi-party collaboration. Additionally, the study reveals that the application of digital governance tools represents a crucial innovation for achieving governance modernization, effectively facilitating information transparency and scientific decision-making. The primary contribution of this study lies in uncovering the dynamic mechanisms of governmental role transformation and proposing a governance model fr amework adapted to the needs of urbanization, thereby providing theoretical support and practical references for relevant policy formulation and further enriching the research system of urban governance modernization.
