大气污染是全球性环境问题,尤其在区域尺度上表现出显著的跨界性和复杂性。针对单一行政区划难以有效应对区域性大气污染的治理困境,本研究以区域联防联控机制为切入点,探讨其在大气污染治理中的应用效果及优化路径。研究旨在通过系统分析区域联防联控机制的设计与实施,揭示其在跨区域污染协同治理中的作用机理,并提出针对性改进措施。基于多源数据整合和案例分析方法,选取京津冀、长三角和珠三角三大重点区域作为研究对象,综合运用定性与定量分析手段,评估联防联控机制的实际运行成效。研究表明,区域联防联控机制能够显著提升跨区域污染治理效率,特别是在重污染天气应急响应和污染物浓度削减方面表现突出。然而,机制运行中仍存在责任分配不均、信息共享不足及政策协调难度大等问题。本研究创新性地提出了基于大数据技术的动态监测与预警体系,并设计了多层级协同治理框架,以增强机制的适应性和执行力。主要贡献在于明确了区域联防联控机制的核心要素及其相互作用关系,为完善我国大气污染治理提供了理论支持和实践参考,同时对其他领域跨区域协同治理具有借鉴意义。研究成果可为相关政策制定者提供科学依据,推动形成更加高效、可持续的大气污染防控体系。

Abstract
Atmospheric pollution is a global environmental issue, particularly exhibiting significant transboundary and complex characteristics at the regional scale. In response to the governance challenges of regional atmospheric pollution that cannot be effectively addressed by single administrative regions, this study focuses on the regional joint prevention and control mechanism, examining its application effects and optimization pathways in atmospheric pollution management. Through systematic analysis of the design and implementation of the joint prevention and control mechanism, the study reveals its underlying mechanisms in cross-regional pollution collaboration and proposes targeted improvement measures. Based on multi-source data integration and case study methods, three key regions—Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta—are selected as research subjects. Both qualitative and quantitative analytical approaches are employed to evaluate the actual operational effectiveness of the joint prevention and control mechanism. The findings indicate that this mechanism significantly enhances the efficiency of cross-regional pollution governance, particularly in emergency responses to severe air pollution episodes and reductions in pollutant concentrations. However, issues such as uneven responsibility distribution, insufficient information sharing, and difficulties in policy coordination remain prominent during its operation. This study innovatively proposes a dynamic monitoring and early warning system based on big data technology and designs a multi-level collaborative governance fr amework to strengthen the adaptability and execution capability of the mechanism. Its primary contributions lie in clarifying the core elements of the regional joint prevention and control mechanism and their interrelationships, providing theoretical support and practical references for improving atmospheric pollution governance in China. Furthermore, the study offers implications for cross-regional collaborative governance in other domains. The research outcomes can provide scientific evidence for policymakers, promoting the development of a more efficient and sustainable atmospheric pollution prevention and control system..
