摘 要
城市化进程的加速推动了城乡关系的深刻变革，城乡一体化成为实现区域协调发展的关键路径。本研究以城乡一体化为切入点，探讨行政管理策略在促进城乡融合中的作用与优化路径。通过文献分析、案例研究及实证调查相结合的方法，系统梳理了当前城乡一体化进程中行政管理面临的主要挑战，包括制度衔接不足、资源配置失衡以及治理能力差异等问题。研究发现，构建协同高效的行政管理体系是破解上述难题的核心所在。本文创新性地提出了“分层分类治理”模式，强调根据不同区域的发展阶段和功能定位，制定差异化政策，并强化跨部门协作与公众参与机制。该模式不仅提升了政策实施的精准性和适应性，还为其他地区的实践提供了可借鉴的经验框架。研究表明，优化行政管理策略能够显著增强城乡一体化发展的内生动力，为实现高质量的城市化奠定坚实基础。关键词：城乡一体化; 行政管理策略; 分层分类治理
Abstract
The accelerating urbanization process has driven profound transformations in urban-rural relations, with urban-rural integration becoming a critical pathway to achieving regional coordinated development. This study focuses on urban-rural integration as an entry point to explore the role and optimization paths of administrative management strategies in promoting urban-rural convergence. By employing a combination of literature analysis, case studies, and empirical surveys, this research systematically examines the primary challenges faced by administrative management in the current process of urban-rural integration, including insufficient institutional alignment, imbalanced resource allocation, and disparities in governance capabilities. The findings indicate that constructing a collaborative and efficient administrative management system is central to addressing these issues. This paper innovatively proposes a "tiered and categorized governance" model, which emphasizes formulating differentiated policies based on the developmental stages and functional positioning of different regions while strengthening inter-departmental collaboration and public participation mechanisms. This model not only enhances the precision and adaptability of policy implementation but also provides a replicable experiential fr amework for other regions. The study demonstrates that optimizing administrative management strategies can significantly strengthen the intrinsic driving force of urban-rural integrated development, laying a solid foundation for achieving high-quality urbanization.
