摘 要
随着信息技术的迅猛发展和社会公众对公共事务参与意识的不断增强，公共事业管理中的信息透明与公开成为提升政府治理能力、保障公民知情权的关键议题。本研究旨在探讨信息透明与公开在公共事业管理中的作用机制及其影响路径。信息透明度的提高能够显著增强政府公信力，优化资源配置效率，促进社会监督的有效性，同时为公民参与公共决策提供坚实基础。创新之处在于构建了涵盖信息公开程度、传播渠道有效性及公众反馈机制的综合评价体系，首次将区块链技术应用于公共信息管理领域，确保数据不可篡改且全程可追溯。本研究不仅丰富了公共管理理论体系，更为我国推进政务公开实践提供了切实可行的操作指南，对于完善现代治理体系、推动社会治理现代化进程具有重要现实意义。

Abstract
With the rapid development of information technology and the increasing awareness of the public to participate in public affairs, information transparency and openness in the management of public utilities have become the key issues to improve the government's governance ability and protect citizens' right to know. The purpose of this study is to explore the function mechanism and influence path of information transparency and disclosure in public utility management. The improvement of information transparency can significantly enhance government credibility, optimize the efficiency of resource allocation, promote the effectiveness of social supervision, and provide a solid foundation for citizens to participate in public decision-making. The innovation lies in the construction of a comprehensive evaluation system covering the degree of information openness, the effectiveness of communication channels and the public feedback mechanism, and the first application of blockchain technology in the field of public information management to ensure that data is immutable and traceable throughout the process. This study not only enriches the theoretical system of public administration, but also provides practical operational guidelines for promoting the practice of government affairs openness in China, which has important practical significance for improving the modern governance system and promoting the modernization process of social governance.
