摘要

公共事业管理中的政策制定与执行是现代社会治理的重要组成部分，随着社会经济快速发展和公众需求日益多样化，传统管理模式面临诸多挑战。本研究旨在探讨公共事业管理领域内政策制定与执行的内在机制及其影响因素，深入剖析当前政策过程中的关键环节，发现政策制定过程中存在信息不对称、利益博弈等问题，而在执行层面则面临资源分配不均、监督机制不完善等困境。加强跨部门协作、提升决策透明度以及完善绩效考核体系是改善公共事业管理政策效果的有效途径，为相关理论研究提供了新的视角，并为政府管理部门在实际工作中提供了可操作性强的参考依据，有助于推动公共事业管理向更加科学化、精细化方向发展。

Abstract

Policy formulation and implementation in public utility management is an important part of modern social governance. With the rapid development of social economy and the increasing diversification of public demands, the traditional management model is facing many challenges. This study aims to explore the internal mechanism and influencing factors of policy formulation and implementation in the field of public utility management, deeply analyze the key links in the current policy process, and find that there are problems such as information asymmetry and interest game in the process of policy formulation, while at the implementation level, there are difficulties such as uneven resource distribution and imperfect supervision mechanism. Strengthening inter-departmental cooperation, enhancing the transparency of decision-making and improving the performance appraisal system are effective ways to improve the effect of public utility management policies, providing a new perspective for relevant theoretical research, and providing a strong operational reference basis for government management departments in practical work, which is conducive to promoting the development of public utility management in a more scientific and refined direction.
