摘 要
随着我国林业现代化进程的推进，基层林业站作为林业管理体系的基础单元，在森林资源保护、生态建设及林农服务等方面发挥着不可替代的作用。本研究旨在系统分析基层林业站在现代林业建设中的功能定位与作用机制，通过实地调研全国15个省份的200余个基层林业站，结合问卷调查和访谈法，全面评估其运行现状和服务效能。研究发现，基层林业站在政策落实、技术推广、资源管理等方面成效显著，但也存在人员老化、经费不足、信息化水平低等问题。针对上述问题，本文提出优化人力资源配置、加强财政支持、提升信息化建设等对策建议，以增强基层林业站的服务能力。本研究创新性地构建了基层林业站综合评价指标体系，为完善林业基层治理体系提供了理论依据和实践参考，对推动现代林业高质量发展具有重要现实意义。

Abstract
As China advances its modernization of forestry, grassroots forestry stations, as fundamental units of the forestry management system, play an indispensable role in forest resource protection, ecological construction, and services for forest farmers. This study aims to systematically analyze the functional positioning and operational mechanisms of grassroots forestry stations in modern forestry development. Through field surveys of more than 200 grassroots forestry stations across 15 provinces, combined with questionnaire surveys and interview methods, this research comprehensively evaluates their current operational status and service efficiency. The findings indicate that grassroots forestry stations have achieved significant results in policy implementation, technology promotion, and resource management. However, issues such as workforce aging, insufficient funding, and low levels of informatization also exist. In response to these challenges, this paper proposes strategies including optimizing human resource allocation, enhancing financial support, and improving informatization to strengthen the service capabilities of grassroots forestry stations. Innovatively, this study constructs a comprehensive evaluation index system for grassroots forestry stations, providing theoretical foundations and practical references for improving the grassroots governance system of forestry. This research holds important practical significance for promoting high-quality development in modern forestry.

Abstract
