摘 要
赤峰地区林业产业结构调整与优化研究聚焦于该区域独特的自然地理条件和社会经济发展需求，旨在通过系统分析现有林业产业布局，探索适合当地发展的产业结构调整路径。本研究基于2010-2022年期间的统计数据，运用SWOT分析法、层次分析法等多维度研究方法，对赤峰地区林业产业发展现状进行深入剖析。研究发现，当前林业产业结构存在第一产业比重过高、二三产业发展滞后等问题，制约了整体经济效益提升。通过构建林业产业协同发展模型，提出以生态优先为原则，推动木材加工、林下经济、森林旅游等多元化产业发展模式。研究表明，优化后的产业结构能够显著提高资源利用效率，增强产业竞争力，实现生态保护与经济发展的良性互动。本研究创新性地将生态价值纳入产业结构评价体系，为同类地区提供了可借鉴的发展范式，具有重要的理论和实践意义。

Abstract
The study on the adjustment and optimization of the forestry industrial structure in Chifeng region focuses on the unique natural geographical conditions and socio-economic development needs of this area, aiming to explore suitable paths for industrial structure adjustment through systematic analysis of the existing forestry industry layout. Based on statistical data from 2010 to 2022, this research employs multi-dimensional methods such as SWOT analysis and Analytic Hierarchy Process (AHP) to conduct an in-depth analysis of the current status of forestry industry development in Chifeng. The findings reveal that the current forestry industrial structure is characterized by an excessively high proportion of the primary sector and lagging development of secondary and tertiary sectors, which constrain the overall improvement of economic efficiency. By constructing a collaborative development model for the forestry industry, this study proposes promoting diversified industrial development models such as wood processing, non-timber forest products, and forest tourism under the principle of prioritizing ecology. The research demonstrates that the optimized industrial structure can significantly enhance resource utilization efficiency and industrial competitiveness, achieving positive interaction between ecological protection and economic development. Innovatively, this study incorporates ecological value into the industrial structure evaluation system, providing a replicable development paradigm for similar regions, with significant theoretical and practical implications.
