土地政策在城乡融合发展中的作用与路径
摘 要
随着城镇化进程的加速，城乡融合发展已成为推动经济社会全面发展的重要议题。土地作为城乡发展的基础资源，其政策调整对城乡融合发展具有深远的影响。本研究围绕土地政策在城乡融合发展中的作用与路径展开，首先分析了土地资源配置的城乡统筹效应、土地制度改革对城乡要素流动的影响以及土地政策在城乡空间重构中的功能定位。在此基础上，深入剖析了现行土地政策在城乡融合发展中存在的问题，包括城乡土地二元结构的制度性障碍、农村集体建设用地入市的现实困境以及土地增值收益分配的公平性问题。最后，提出了促进城乡融合发展的土地政策优化路径，包括完善城乡统一建设用地市场体系、创新农村土地产权制度改革路径以及构建兼顾效率与公平的土地收益分配机制。本研究为推动城乡融合发展提供了有益的政策建议和实践指导。

THE ROLE AND PATH OF LAND POLICY IN URBAN AND RURAL INTEGRATED DEVELOPMENT
ABSTRACT
With the acceleration of the urbanization process, the integrated development of urban and rural areas has become an important issue to promote the all-round economic and social development. As the basic resource of urban and rural development, the policy adjustment of land has a profound impact on the integrated development of urban and rural areas. This study focuses on the role and path of land policy in the integrated development of urban and rural areas. Firstly, it analyzes the urban-rural pooling effect of land resource allocation, the influence of land system reform on the flow of urban and rural factors, and the functional positioning of land policy in the reconstruction of urban and rural space. On this basis, the problems existing in the integrated development of urban and rural areas, including the institutional obstacles of the dual structure of urban and rural land, the practical dilemma of the market of rural collective construction land and the fairness of land value-added income distribution. Finally, the land policy optimization path to promote the integrated development of urban and rural areas, including improving the unified construction land market system between urban and rural areas, innovating the reform path of rural land property rights system and building a land income distribution mechanism that combines efficiency and fairness. This study provides useful policy suggestions and practical guidance for promoting the integration of urban and rural development.
