城乡一体化背景下农村土地管理制度创新研究
摘 要
城乡一体化是我国经济社会发展的重要战略，旨在促进城乡协调发展，缩小城乡差距。在这一过程中，农村土地管理作为城乡一体化建设的关键环节，其制度创新显得尤为重要。本研究围绕城乡一体化背景下农村土地管理制度创新展开，首先分析了城乡一体化的内涵与特征，以及其对农村土地管理的影响。接着，从产权理论、制度变迁理论和可持续发展理念等角度，探讨了农村土地管理制度创新的理论基础。通过对集体经营性建设用地入市改革、宅基地“三权分置”改革试点和农地流转机制创新等实践探索的分析，总结了当前农村土地管理制度创新的成效与不足。最后，本研究提出了完善农村土地产权制度体系、构建城乡统一的建设用地市场和健全农村土地利用监管机制等创新路径，以期为城乡一体化背景下农村土地管理制度的创新提供有益参考。

RESEARCH ON RURAL LAND MANAGEMENT SYSTEM INNOVATION UNDER THE BACKGROUND OF URBAN-RURAL INTEGRATION
ABSTRACT
Urban-rural integration is an important strategy for China's economic and social development, aiming at promoting the coordinated development of urban and rural areas and narrowing the gap between urban and rural areas. In this process, as the key link of the construction of urban-rural integration, the system innovation of rural land management is particularly important. This study focuses on the innovation of rural land management system under the background of urban-rural integration, and first analyzes the connotation and characteristics of urban-rural integration, and its influence on rural land management. Then, from the perspective of property right theory, system change theory and the concept of sustainable development, the theory basis of rural land management system innovation is discussed. Through the analysis of the practical exploration of the market reform of collective commercial construction land, the pilot reform of the separation of the three rights and the innovation of agricultural land transfer mechanism, the achievements and deficiencies of the current innovation of rural land management system are summarized. Finally, this research puts forward innovative paths such as improving the rural land property right system, building a unified construction land market in urban and rural areas and improving the supervision mechanism of rural land use, in order to provide useful reference for the innovation of rural land management system under the background of urban-rural integration.
