耕地占补平衡政策实施中的问题与对策
摘 要
耕地占补平衡政策是我国为应对城市化进程中耕地资源流失问题而实施的一项重要土地政策。该政策旨在确保建设占用耕地与开发复垦补充耕地在数量和质量上达到平衡，从而保障国家粮食安全、维护土地资源可持续利用。本研究针对耕地占补平衡政策实施中的问题进行了深入探讨。首先，概述了政策实施的基本情况、主要成效以及存在的突出问题。接着，从制度设计、执行机制、监督评估三个层面分析了问题成因。研究发现，制度设计层面的制约因素、执行机制层面的现实困境以及监督评估层面的薄弱环节是导致政策实施效果不佳的主要原因。基于此，本研究提出了优化政策制度设计、健全政策执行机制、强化监督评估体系等对策建议，旨在为完善耕地占补平衡政策提供科学依据和参考。

PROBLEMS AND COUNTERMEASURES IN THE IMPLEMENTATION OF THE BALANCE POLICY OF CULTIVATED LAND OCCUPATION AND COMPENSATION
ABSTRACT
The balance policy of cultivated land occupation and compensation is an important land policy implemented to deal with the loss of cultivated land resources in the process of urbanization. The policy aims to ensure a balance between the quantity and quality of the construction of occupied cultivated land and the development of reclaimed cultivated land, so as to ensure the national food security and maintain the sustainable use of land resources. In this study, the problems in the implementation of the balance of cultivated land are discussed. First, it summarizes the basic situation of the policy implementation, the main results and the existing outstanding problems. Then, the causes of the problem are analyzed from the three levels of system design, implementation mechanism and supervision and evaluation. It is found that the constraints at the system design level, the practical difficulties at the implementation mechanism level and the weak links at the supervision and evaluation level are the main reasons for the poor effect of policy implementation. Based on this, this research puts forward countermeasures and suggestions such as optimizing policy system design, perfecting policy implementation mechanism and strengthening supervision and evaluation system, aiming to provide scientific basis and reference for improving the policy of balance of cultivated land occupation and compensation.

ABSTRACT
