在当今复杂多变的工程项目环境中，成本控制成为决定项目成功与否的关键因素之一。随着市场竞争的加剧和资源的日益紧张，工程项目采购中的成本控制问题愈发凸显。工程项目采购涉及大量的人力、物力和财力投入，若不能有效控制成本，不仅可能导致项目预算超支，还可能影响项目的整体经济效益和竞争力。本研究针对工程项目采购中的成本控制问题进行了深入探讨。首先概述了工程项目管理基础、成本控制理论和采购管理理论等相关理论。然后分析了工程项目采购中成本控制的重要性，包括提高项目整体经济效益、确保预算不超支和控制风险、优化资源配置和提升竞争力等方面。本研究揭示了工程项目采购中成本控制存在的主要问题，如采购计划制定问题、供应商管理问题、采购价格控制问题和采购合同履行问题等。针对这些问题，本研究提出了相应的对策和建议，包括优化采购计划制定、加强供应商管理、严格控制采购价格和规范采购合同履行等。通过本研究，可以为工程项目采购的成本控制提供有效的理论支持和实践指导。

Abstract
In today's complex and changeable engineering project environment, cost control becomes one of the key factors to determine the success of a project. With the intensification of market competition and the increasing tension of resources, the cost control problem in engineering project procurement has become more and more prominent. Project procurement involves a large amount of manpower, material resources and financial resources input. If the cost cannot be effectively controlled, it may not only lead to the project budget overspend, but also may affect the overall economic benefit and competitiveness of the project. In this study, the cost control in project procurement is discussed. First, we summarize the foundation of project management, cost control theory and procurement management theory. Then, the importance of cost control in project procurement is analyzed, including improving the overall economic benefit of the project, ensuring that the budget is not overspend and controlling risks, optimizing resource allocation and enhancing competitiveness. This study reveals the main problems existing in cost control in project procurement, such as procurement plan formulation, supplier management, procurement price control and procurement contract performance. In view of these problems, this study puts forward corresponding countermeasures and suggestions, including optimizing the formulation of procurement plan, strengthening supplier management, strictly controlling the procurement price and standardizing the performance of procurement contract. Through this study, it can provide effective theoretical support and practical guidance for the cost control of engineering project procurement.
