转基因食品安全问题及政府规制研究







摘  要


本文深入探讨了转基因食品安全问题的多维度成因,包括转基因技术本身的未完全明确的安全性、转基因食品产业链中各参与者的责任模糊与缺失、现有安全监管机制的不足以及公众对转基因食品的认知局限与信任危机。这些因素共同构成了转基因食品安全问题的复杂背景,对消费者健康、市场稳定、生态环境以及社会信任构成了潜在威胁。基于此,本文进一步分析了政府规制在保障转基因食品安全中的核心作用与必要性。政府规制不仅能够通过严格的法律法规体系确保转基因食品的安全性,维护市场秩序和公平竞争,还能够有效保护生态环境与生物多样性,提升公众对转基因食品的认知与信任。为完善我国转基因食品安全政府规制体系,本文提出了一系列具体建议,包括加强法律法规建设,制定专门的转基因食品安全法规并明确法律责任;优化监管体制与机构设置,设立专门机构并整合多部门资源;强化安全评估与监管措施,建立科学的评估标准与动态监测机制;以及完善标识制度与可追溯体系,增强消费者的知情权和选择权。

RESEARCH ON SAFETY PROBLEMS AND GOVERNMENT REGULATION OF GENETICALLY MODIFIED FOOD


ABSTRACT


This paper deeply discusses the multi-dimensional causes of GM food safety problems, including the incomplete safety of GM technology itself, the ambiguity and lack of responsibility of various participants in the GM food industry chain, the insufficiency of the existing safety supervision mechanism, and the limitation of public cognition and trust crisis of GM food. These factors together constitute a complex background of GM food safety issues, which pose potential threats to consumer health, market stability, ecological environment and social trust. Based on this, this paper further analyzes the core role and necessity of government regulation in ensuring the safety of GM food. Government regulation can not only ensure the safety of GM food through strict laws and regulations, maintain market order and fair competition, but also effectively protect the ecological environment and biodiversity, and enhance public cognition and trust in GM food. In order to improve the government regulation system of GM food safety in China, this paper puts forward a series of specific suggestions, including strengthening the construction of laws and regulations, formulating special GM food safety regulations and clarifying legal responsibilities; Optimize the regulatory system and institutional setup, set up specialized agencies and integrate multi-departmental resources; Strengthen safety evaluation and supervision measures, establish scientific evaluation standards and dynamic monitoring mechanism; And improve the identification system and traceability system to enhance consumers' right to know and choose.
