摘要

本文旨在探讨城乡一体化建设背景下土地管理的策略与优化路径。随着城乡融合发展的加速推进，土地作为核心资源，其管理效率与可持续性成为制约城乡一体化进程的关键因素。本文首先分析了当前城乡一体化建设中土地管理的现状，包括土地资源配置、生态保护与耕地保护、土地管理制度与政策环境等方面。随后，深入剖析了土地管理中存在的主要问题，如资源配置不合理、利用效率低、违法占地现象频发、耕地保护压力大、管理体制不完善以及生态保护与耕地保护之间的平衡难题。针对上述问题，本文提出了一系列优化路径：一是完善土地资源配置机制，通过建立市场导向的配置体系、优化供应结构与方式、实施差别化政策调整来提升土地资源配置效率；二是强化耕地保护，通过设立耕地保护红线、加强动态监测与监管、完善占用补偿机制来遏制违法占地行为；三是完善土地管理体制，构建多层次协调机制、提升法制化水平、强化规划与用途管制以增强管理效能；四是平衡生态保护与耕地保护，通过制定科学的生态补偿政策、促进生态农业发展、建立生态走廊等措施实现生态与经济的双赢。

RESEARCH ON LAND MANAGEMENT STRATEGY AND OPTIMIZATION IN URBAN-RURAL INTEGRATION CONSTRUCTION

ABSTRACT

This paper aims to discuss the strategy and optimization path of land management under the background of urban-rural integration construction. With the accelerated development of urban-rural integration, land, as the core resource, its management efficiency and sustainability have become the key factors restricting the process of urban-rural integration. This paper first analyzes the current situation of land management in the urban-rural integration construction, including land resource allocation, ecological protection and cultivated land protection, land management system and policy environment. Then, it deeply analyzed the main problems in land management, such as unreasonable allocation of resources, low utilization efficiency, frequent illegal land use, high pressure of cultivated land protection, imperfect management system and the balance between ecological protection and cultivated land protection. To solve the above problems, this paper puts forward a series of optimization paths: first, improve the land resource allocation mechanism, improve the efficiency of land resource allocation by establishing market-oriented allocation system, optimizing supply structure and mode, and implementing differentiated policy adjustment; The second is to strengthen the protection of cultivated land, by setting up the red line of cultivated land protection, strengthening the dynamic monitoring and supervision, and improving the occupation compensation mechanism to curb illegal land use; The third is to improve the land management system, build a multi-level coordination mechanism, enhance the legal level, strengthen planning and use control to enhance management efficiency; The fourth is to balance ecological protection and cultivated land protection, through the formulation of scientific ecological compensation policies, promote the development of ecological agriculture, the establishment of ecological corridors and other measures to achieve a win-win situation between ecology and economy.
