摘 要
本论文针对农田水利设施改造升级后存在的问题及其对策进行了深入研究。随着农业现代化进程的加快,农田水利设施作为农业生产的重要基础设施,其改造升级对于提高农业生产效率、保障粮食安全具有重要意义。然而,在改造升级过程中,也暴露出了一系列问题。首先,设计标准与实际需求不匹配,导致部分设施功能受限,无法满足农业生产实际需求。其次,运维技术能力不足,使得设施在后期运行过程中出现故障难以及时修复,影响了设施的正常使用。再者,生态环境保护与修复不足,改造升级过程中忽视了对生态环境的保护,导致了生态环境破坏。此外,政策制定缺乏科学性,政策执行中监管缺失,使得改造升级工作的推进受到阻碍。针对以上问题,本文提出了相应的对策。一方面,应深入实地调研,优化设计方案,确保设计标准与实际需求相匹配;另一方面,加强技术培训,引进专业人才,提升运维技术能力。同时,重视生态环境保护与修复,推广生态友好型技术,减少对生态环境的破坏。最后,加强政策研究,建立政策评估机制,确保政策制定的科学性和有效性。通过本研究,旨在为农田水利设施改造升级提供理论支持和实践指导,促进农业生产的可持续发展。

Abstract
This paper deeply studies the existing problems and their countermeasures after the transformation and upgrading of farmland water conservancy facilities. With the acceleration of agricultural modernization, as an important infrastructure of agricultural production, the transformation and upgrading of farmland water conservancy facilities is of great significance for improving agricultural production efficiency and ensuring food security. However, in the process of transformation and upgrading, a series of problems have also been exposed. First of all, the design standards do not match the actual demand, resulting in the limited function of some facilities, and cannot meet the actual demand of agricultural production. Secondly, the lack of operation and maintenance technology makes it difficult to repair the failure in the later operation, which affects the normal use of the facilities. Moreover, the ecological environment protection and restoration are insufficient, and the protection of the ecological environment is neglected in the process of transformation and upgrading, which leads to the destruction of the ecological environment. In addition, the lack of scientific policy formulation and the lack of supervision in the implementation of the policy hinder the promotion of the transformation and upgrading work. In view of the above problems, this paper puts forward the corresponding countermeasures. On the one hand, we should conduct thorough field research to optimize the design scheme to ensure that the design standards match the actual requirements; on the other hand, strengthen technical training, introduce professional talents and improve the technical capability of operation and maintenance. At the same time, we should pay importance to ecological environment protection and restoration, promote ecological friendly technologies, and reduce the damage to the ecological environment. Finally, strengthen policy research and establish a policy evaluation mechanism to ensure the scientific and effective policy formulation. Through this study, it aims to provide theoretical support and practical guidance for the transformation and upgrading of irrigation and water conservancy facilities, and promote the sustainable development of agricultural production.
