小型农田水利设施长效管理机制研究
摘要
本文聚焦于“小型农田水利设施长效管理机制研究”,旨在探讨如何构建一套科学、合理且高效的管理机制,以保障小型农田水利设施的稳定运行与持续效益发挥。小型农田水利设施作为农村水利建设的重要组成部分,对于促进农业生产、提高水资源利用效率、增强农业抗灾能力具有不可替代的作用。然而,长期以来,由于管理体制不健全、资金投入不足、维护管理缺失等问题,小型农田水利设施普遍面临运行效率低下、老化失修、功能退化等困境。因此,研究并建立长效管理机制,对于提升小型农田水利设施管理水平、保障农业可持续发展具有重要意义。本文首先分析了小型农田水利设施管理现状,包括管理体制、资金投入、维护养护、技术支撑等方面存在的问题与挑战。随后,基于国内外先进管理经验与理论成果,提出了构建小型农田水利设施长效管理机制的总体思路与基本原则,包括政府主导、多元参与、市场运作、科技支撑等。在此基础上,具体探讨了长效管理机制的核心要素与实施路径,包括明确管理主体与职责、加大资金投入与整合、强化设施维护养护、推广先进技术与设备、加强监督考核与激励机制等。为了进一步验证长效管理机制的可行性与有效性,本文还选取了部分典型地区进行案例分析,通过实地调研、数据分析等方法,评估了长效管理机制在提升小型农田水利设施管理水平、促进农业生产、改善农村水环境等方面的实际效果。研究结果表明,长效管理机制的建立与实施,能够显著提升小型农田水利设施的运行效率与使用寿命,有效缓解水资源短缺与农业灌溉矛盾,为农业可持续发展提供有力支撑。本文的研究成果不仅为小型农田水利设施长效管理机制的构建提供了理论依据与实践指导,也为政府决策部门、水利管理部门及广大农户提供了有益的参考与借鉴。未来,随着农业现代化的不断推进与农村水利改革的深入实施,小型农田水利设施长效管理机制将不断完善与优化,为农村经济社会发展注入新的活力与动力。

Abstract
This paper focuses on "Research on long-term management mechanism of small-scale farmland water conservancy facilities", aiming to explore how to build a set of scientific, reasonable and efficient management mechanism to ensure the stable operation and sustainable benefit of small-scale farmland water conservancy facilities. As an important part of rural water conservancy construction, small-scale farmland water conservancy facilities play an irreplaceable role in promoting agricultural production, improving water resource utilization efficiency and enhancing agricultural disaster resistance. However, for a long time, due to the imperfect management system, insufficient capital investment, lack of maintenance and management problems, small farmland water conservancy facilities are generally faced with low operating efficiency, aging disrepair, functional degradation and other difficulties. Therefore, it is of great significance to study and establish a long-term management mechanism for improving the management level of small-scale farmland water conservancy facilities and ensuring the sustainable development of agriculture. This paper first analyzes the management status of small-scale farmland water conservancy facilities, including management system, capital investment, maintenance, technical support and other problems and challenges. Then, based on advanced management experience and theoretical achievements at home and abroad, the general idea and basic principles of building a long-term management mechanism for small-scale farmland water conservancy facilities were proposed, including government-led, diversified participation, market operation, and scientific and technological support. On this basis, the core elements and implementation path of long-term management mechanism are specifically discussed, including clarifying management subjects and responsibilities, increasing capital investment and integration, strengthening facility maintenance and maintenance, promoting advanced technology and equipment, and strengthening supervision, assessment and incentive mechanism. In order to further verify the feasibility and effectiveness of the long-term management mechanism, this paper also selected some typical areas for case analysis, and evaluated the actual effects of the long-term management mechanism in improving the management level of small-scale farmland water conservancy facilities, promoting agricultural production, and improving the rural water environment through field research and data analysis. The research results show that the establishment and implementation of long-term management mechanism can significantly improve the operation efficiency and service life of small-scale farmland water conservancy facilities, effectively alleviate the contradiction between water resources shortage and agricultural irrigation, and provide strong support for sustainable agricultural development. The research results of this paper not only provide theoretical basis and practical guidance for the construction of long-term management mechanism of small-scale farmland water conservancy facilities, but also provide useful reference and reference for government decision-making departments, water conservancy management departments and farmers. In the future, with the continuous promotion of agricultural modernization and the in-depth implementation of rural water conservancy reform, the long-term management mechanism of small farmland water conservancy facilities will continue to improve and optimize, injecting new vitality and impetus into rural economic and social development.
