摘 要
看病难、看病贵是当前经济体制改革中最突出的问题，也是当前社会各界关注的热点问题。我国医疗卫生事业在20多年的改革与发展中，虽然取得了一些成绩，但也存在一些问题，如：医疗保险覆盖范围相对较小、医疗服务与保障水平不均衡、效果不明显等，存在个人账户功能失效、公共卫生机构资金匮乏、医疗供方缺乏约束机制、个人资金支出比例过大等制度缺陷。因此，构建符合中国实际的医疗保险体系已成为当前迫切需要解决的问题。文章从现状、问题、改革过程中的价值取向、改革的具体措施和途径等方面进行了分析和讨论。我国的医疗保障体系的健全还有很长的一段路要走，这需要我们进行深入的分析与讨论。

Abstract
The difficulty and high cost of seeing a doctor are the most prominent problems in the current economic system reform, and also the hot issues concerned by the current community. In the reform and development of China's medical and health industry for more than 20 years, although some achievements have been made, there are still some problems, such as relatively small coverage of medical insurance, uneven medical services and security levels, and insignificant effects. There are institutional defects, such as the failure of personal account functions, lack of funds in public health institutions, lack of restraint mechanisms for medical providers, and excessive proportion of personal capital expenditure. Therefore, building a medical insurance system in line with China's actual situation has become an urgent problem to be solved. The article analyzes and discusses the current situation, problems, value orientation in the process of reform, and specific measures and ways of reform. There is still a long way to go to improve China's medical security system, which requires in-depth analysis and discussion.

Abstract
