摘 要
在全球化与地方治理需求日益复杂的背景下，国家结构形式的效能成为影响国家治理能力的重要因素。本文旨在通过比较联邦制与单一制国家结构形式在权力配置、政策执行及地方自治等方面的运行效能，探讨其优劣并提出优化策略。研究采用文献分析与案例比较相结合的方法，选取美国、德国、中国、法国等典型国家作为研究对象，系统评估不同制度模式的实际运作效果。研究发现，联邦制在促进地方自主性与政策适应性方面具有优势，而单一制则在政策统一性与执行效率上更具优势。本文创新性地构建了一个多维评价框架，综合考量制度弹性、治理效能与社会稳定等因素，提出了基于国情差异的结构优化路径。研究结果对于完善国家治理体系、提升治理能力现代化水平具有重要理论价值与实践意义。

Abstract
Against the backdrop of increasingly complex global and local governance demands, the effectiveness of national structural forms has become a critical factor influencing a nation's governance capacity. This paper aims to explore the strengths and weaknesses of federal and unitary systems in terms of power distribution, policy implementation, and local autonomy by employing a comparative approach, and to propose optimization strategies accordingly. The study adopts a combination of literature analysis and case comparison, selecting representative countries such as the United States, Germany, China, and France as research subjects to systematically evaluate the practical operational outcomes of different institutional models. Findings reveal that federal systems demonstrate advantages in promoting local autonomy and policy adaptability, whereas unitary systems tend to perform better in terms of policy consistency and implementation efficiency. Innovatively, this study constructs a multidimensional evaluation fr amework that comprehensively considers factors such as institutional flexibility, governance effectiveness, and social stability, thereby proposing structure-optimization pathways tailored to national contextual differences. The results of this research hold significant theoretical and practical implications for improving national governance systems and advancing the modernization of governance capabilities.
